The NRM and Biodiversity Portfolio of UNDP has been supporting the
Ministry of Environment, Forest and Climate Change in meeting its national
and international environmental priorities and commitments. These include
programmes and projects in the area of biodiversity conservation, sustainable
resource management, biodiversity governance and sustainable land management.
The support focusses on technical and policy advisory, institutional
strengthening and building capacities of various stakeholders to utilize
natural resources in a sustainable way, while increasing resilience to
climate variability and associated risks and impacts. The portfolio also India’s engagement with the Global
Environment Facility (GEF) and works with central Ministries and state
governments in developing and implementing GEF projects. One of the core
components of several programmes and projects funded by GEF is “promoting
sustainable livelihoods for building resilient communities and ensure
sustainable management of natural resources”. The component entails
interventions to improve and diversify livelihood strategies and strengthen
capacities of community and government institutions for biodiversity conservation
and sustainable natural resource management. UNDP seeks to hire the services of a Livelihoods and
Gender Specialist for designing and implementing interventions for
diversification of livelihood options and value chain development in the
project states - Uttarakhand, Uttar Pradesh, Himachal Pradesh, Sikkim,
Arunachal Pradesh, Kerala and Ladakh. S/he will work under the supervision of
Head - Natural Resource Management and Biodiversity, UNDP, and closely with
the government counterparts. The Consultant will have the following tasks: |
Duties and Responsibilities
|

Finalise livelihood strategies in NRM programme
for all projects ·
Identify agencies and stakeholders to support
states in implementation of the livelihood strategies ·
Guide state teams in formation of clusters
(atleast one cluster/landscape in the project states) for select products and
their value addition ·
Guide the technical agencies and experts engaged
under the different projects to facilitate product diversification, value
addition and marketing in each project State in consultation with State
Governments and UNDP ·
Guide the state teams for facilitating actions for
enhancement in income of project beneficiaries by 30% in the project
landscapes through value chain development of identified products and
capacity building ·
Support the state teams in linking Geographical
Indication registration and post registration processes with income
enhancement ·
Work closely with state teams and training
institutions to build capacities of various stakeholder groups ·
Work closely with state teams and communication
agencies engaged under the project to prepare communication strategies and
sensitise relevant stakeholders · Identify skill gaps and facilitate skill enhancement trainings of beneficiaries on identified areas and guide project teams in convergence with the Government schemes·
Identify and develop new proposals for resource
mobilisation ·
Identify CSR opportunities for livelihood
diversification and income enhancement ·
Submit proposals to mobilise resources from
ongoing schemes and programmes in alignment with Green Recovery Package and
One District One Product scheme of the Government (submit proposals for to
MSME for atleast two districts, follow up with for registration, post registration
facilitation with the beneficiaries for cluster development, skilling, value
addition etc. ) ·
Develop and implement strategies and action plans
for mainstreaming gender in all interventions related to conservation and
sustainable livelihoods ·
Prepare Terms of Reference for the expert
agencies/individual expert to be engaged for specific tasks as and when
required ·
Support to the Project Management Units in
implementation of approved activities at national and state level |
Competencies |
·
At least 7 years of relevant experience in
development sector especially in areas such as sustainable livelihoods,
gender mainstreaming and capacity development ·
Good understanding of national and state
government priorities, policies and planning process on biodiversity
conservation and natural resource management |
Required Skills and Experience
|
Education: ·
Masters’ degree in Social Sciences/Arts or a
closely related field. Experience: ·
At least 7 years of relevant experience in
development sector especially in areas such as sustainable livelihoods,
gender mainstreaming and capacity development ·
Good understanding of national and state
government priorities, policies and planning process on biodiversity
conservation and natural resource management Language: ·
An excellent command of English is required. Documents to be submitted: ·
Detailed CV with contact details of three
references; ·
Financial proposal specifying per day consultancy
fee. Prior approved travel expenses will be reimbursed as per actuals in line
with UNDP rules or would be arranged by UNDP. Payment Schedule and other
Conditions: ·
Payment will be done monthly, based on number of
days worked in a month and deliverable submitted at the established daily
rate. The total amount will not exceed the value of the contract unless
amended. ·
The assignment is expected to commence within a
week after the signing of the contract to the successful bidder. ·
Type of assignment and number of working days will
be decided every month with the supervisor in advance. Evaluation Criteria When using this weighted scoring method, the award of
the contract should be made to the individual consultant whose offer has been
evaluated and determined as: ·
Responsive; ·
Having received the highest score out of a
pre-determined set of weighted technical and financial criteria specific to
the solicitation. Technical Criteria weight - 70%; Financial Criteria weight - 30%. Shortlisting would be done based on the following
criteria: ·
Relevant Experience:50 Mark ·
Qualification:20 Marks ·
Financial: 30 Marks Only candidates obtaining a minimum of 49 points (70%
of the total technical points) would be considered for the Financial
Evaluation. Financial Proposal: Technically qualified consultants will be requested to
submit their daily fee rate i.e. consultants who score more than 70% i.e. 49
marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their
consultancy fee on their CV or with the submission. The CV will not be
evaluated further in case the consultant submits the same. Documents to be submitted by
