All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

UN Women’s work on GRB involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB projects at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE).  At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners to further efforts and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.

In 2004-05, the report of the expert group of classification of government expenditure became instrumental in laying out the road map for GRB in India. This was followed by the adoption of “Budgeting for Gender Equity” as mission statement by the Ministry of Women and Child Development (MWCD), Government of India (GoI). In 2005-06, the Ministry of Finance, GoI introduced Gender Budget Statement (GBS) which aimed to reflect the quantum of budgetary allocations for projects/schemes that substantially benefit women. Another important mechanism institutionalised by the Ministry of Finance was setting up of Gender Budget Cells (GBCs) which serve as focal points for mainstreaming gender through GRB. The rigour has been replicated in at least 19 states, some of which have produced GBS and set up GBCs.

UN Women’s India Country Office (ICO), based in New Delhi, India, is currently implementing a project with the objective of identifying strategies and operational approaches to strengthen on-going efforts in the area of GRB. Insights generated from this project will enable key stakeholders at the national and regional level to accelerate their efforts to ensure that women’s priorities are adequately reflected in national budgeting processes, and to make concrete changes for adequate resource allocation towards women’s priorities.

Taking this forward proposes to provide the requisite technical assistance and operational support on GRB at the National level and to the four state governments of Andhra Pradesh, Himachal Pradesh, Madhya Pradesh and Manipur. The technical assistance will be for strengthening GRB initiatives over the next two years through establishing relevant gender responsive policy tools for the larger impact of having inclusive and gender sensitive projects and schemes of the government at the national and State level. Leveraging on the institutional capacity, past work and established networks and partnerships, UN Women through this project will create an enabling environment by building capacities of key stakeholders to address gender issues and be instrumental in making the planning and budgeting process in the Government gender responsive.

IPPF is a charity that, building on a proud history of 65 years of achievement, is leading a locally owned, globally connected civil society movement that provides and enables services and champions sexual and reproductive health and rights for all, especially the under-served. IPPF is acting through its network of over a 100 Member Associations working across the globe. In 2019, we delivered 252.3 million sexual and reproductive health services.

 

In the last ten-months, IPPF embarked on a profound and transformative organizational change journey. IPPF is changing by choice, for choice its governance and operations, focusing on how the Federation can become more member-led, transparent, and learning-focused. So that in the medium and long term, the Federation will be more strategically positioned to respond with agility to the needs of women, girls, and all the people it serves.

 

To reach this ambition for our organization, a new Impact &Evidence function has been created to support IPPF Member Associations and Secretariat staff to better collect, analyze, present and utilize data and evidence at country, regional and global levels.

 

Currently, IPPF is looking for a passionate, open, dynamic and driven professional interested in leading the operationalization and development of this new organizational function within the Federation.

 

You will come with advanced experience on gathering evidence, evaluation and research and utilize evidence to inform organizational strategies and decision-making.

 

JOB PURPOSE

Impact management is critical in order to ensure sustainable change in the lives of people who are at the core of IPPF’s mission.  

The post will ensure the collation, analysis and utilisation of evidence to drive impact of IPPF’s interventions,for effective programme decisions and advocacy. The aim is to ensure that a strategic, integrated approach maximises success in delivering on the outcomes and deliverables of the IPPF Strategic Plan 2016-2022; and the development of a strong performance framework for the next Strategic Plan.

Working with external partners, the post will also ensure strong IPPF’s engagement in global conversations and platforms to assess impact of reproductive health interventions.

1.      Shape and articulate the impact of the Federation’s mission; and evaluating progress against strategic outcomes

Background

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector and other relevant actors.

In times of crisis such as the COVID-19 pandemic, women and girls face higher risk of violence.  Sexual and Gender Based Violence (SGBV) in India remains a highly prevalent and protracted problem which not only affects the human rights many women, girls and other vulnerable group, but remains a major public health and development challenge. COVID-19 outbreak has uncovered the existing inequalities in families and society in India and exacerbated the structural factors that contribute to SGBV in its different forms including domestic violence, intimate partier violence, violence against children, sexual exploitation, abuse and harassment, and at different sites- private pubic, work and online. The UN Secretary General made an appeal to the leaders of the Members States to put ‘Women and Girls Safety first’ and center- stage gender responsive measures in their plans to address the challenge of COVID-19, to build back better and equal world. India was among 140 countries to endorse the Call.

In response to this urgent concern, UN Women, along with three other UN agencies – UNICEF, WHO and UNHCR, initiated a joint programme under the Multi-Partner Trust Fund (MPTF). The programme has been envisioned to enhance the protection of women and girls from SGBV in the times of COVID-19, to be implemented in 3 States, focusing on the most vulnerable groups, and with the following specific objectives:

·        Ensure availability of and accessibility to gender responsive and age sensitive protection

·        Improved access to gender-sensitive justice systems for women and girls at risk or of survivors

·        Increase women and girl’s awareness of risks of SGBV and harmful practices, and empowerment and engagement in decision making

·        Reduce women and girl’s economic vulnerability and increase access to livelihood and income generation programs, which can increase women autonomy and capacity to negotiate violence-free relationships

Theory of Change (TOC): IF:

·        gender responsive, age sensitive, quality, multi-sectoral coordinated essential services are made continuously available and accessible for women and girls at risk of and/or survivors of SGBV;

·        capacity of the justice systems is enhanced for improved access of women and girls at risk of and/or survivors of SGBV;

·        women and are aware of the risks of SGBV and other harmful practices, are empowered and increasingly engaged in decision making processes related to issues of their concerns within the overall COVID19 response and recovery plan; and

·        vulnerable families of women and girls at risk of and/or survivors of SGBV reduce their economic vulnerability and increase access to social protection and livelihood programmes.

THEN:

·        women and girls have access to basic essential services and justice system, thus better protected;

·        women and girl survivors of SGBV overcome the barriers of social stigma and discrimination to act and actively seek help from available SGBV specialized services including case management, legal aid, MHPSS at the early stage, thus protecting themselves and their peers from potential perpetrators;

·        women and girls who are at risk and/or survivors of SGBV are empowered by having their life skills improved and receiving opportunities for access to education, and income generation to secure their essential livelihood and help them reach their full potential and become active contributor to the country’s economic recovery phase;

·        women and girls who are at risk and/or survivors of SGBV in the times of COVID-19 have their resilience strengthened against the socio-economic shocks and have better understanding of their rights and execute these rights to protect themselves from potential risks of SGBV or its reoccurrence.

THEREFORE, there will be a substantial reduction of SGBV among women and girls since that is prevented before it happens or re-occurs, and those experienced SGBV will be empowered to recover and rebuild their lives with gender responsive and continuous provision of essential socio-economic services.

The programme will be implemented leveraging the complementarities of the mandates and technical expertise among UN agencies – UNICEF, UN WOMEN, WHO and UNHCR – while taking stock of the full knowledge on sustainable and resilient development of the entire United Nations System through the UN Resident Coordinator’s Office in India. The joint programme is based on fundamental rights and principles of women and girls, addressing urgent needs of women and girls being at risk and/or experiencing SGBV, while at the same time ensure the linkages with long-term perspective of building back better and equal for women and girls in the economic recovery phase.

The proposed joint programme under MPTF will initiate targeted, gender responsive interventions to address the existing gaps in protecting women and girls from all forms of SGBV, either online or offline, through a multi-disciplinary and multi-stakeholder approach in addressing the multiple factors driving SGBV in the times of COVID-19. It brings in the UN support where service provision is considered as lifesaving and urgent/immediate response while continue the support at macro level and linking with the overall systems strengthening strategy.

Under the guidance and direct supervision of the Programme Specialist Lead– Ending Violence Against Women (EVAW Specialist) and Girls and Programme Analyst – Intergovernmental Processes and UN Inter-agency Coordination (IGP-UNC Analyst), the Programme Coordinator is responsible for leading the select thematic/sectoral areas assigned to UN Women within the Multiple Partnership Programme. The Programme Coordinator will support formulation, management and evaluation of programme activities within his/her portfolio and provide policy advice services on the sectoral themes.

The Programme Coordinator will coordinate activities with the three UN agencies that are a part of the Joint Programme under MPTF and with relevant team members at UN Women. The Coordinator will work in close collaboration with the operations team, programme staff in other UN Agencies, UN WOMEN staff and Government officials, technical advisors and experts, multilateral and bilateral donors and civil society ensuring successful implementation of specific components of the programme.

The NRM and Biodiversity Portfolio of UNDP has been supporting the Ministry of Environment, Forest and Climate Change in meeting its national and international environmental priorities and commitments. These include programmes and projects in the area of biodiversity conservation, sustainable resource management, biodiversity governance and sustainable land management. The support focusses on technical and policy advisory, institutional strengthening and building capacities of various stakeholders to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts.

The portfolio also India’s engagement with the Global Environment Facility (GEF) and works with central Ministries and state governments in developing and implementing GEF projects. One of the core components of several programmes and projects funded by GEF is “promoting sustainable livelihoods for building resilient communities and ensure sustainable management of natural resources”. The component entails interventions to improve and diversify livelihood strategies and strengthen capacities of community and government institutions for biodiversity conservation and sustainable natural resource management.
