Objectives of the Programme and of
the immediate Strategic Objective
WHO India Country Office
collaborates with the Government of India and relevant stakeholders within the
framework of the collaborative Country Cooperation Strategy (CCS), to actively
support the development and implementation of national health policies, strategies
and plans aiming at promoting access to and utilization of affordable and
quality health services and improving the financial protection against
health-related risks.
The Country Office contributes
to providing technical support in developing national policies,
strategies and activities in the area of health systems strengthening
including, (i) advocating for Universal Health Coverage and building up
national capacity in UHC-related matters (ii) facilitating the adoption of
evidence -based public health interventions as well as appropriate
reforms/changes with a view to promote equity and accelerate the movement
towards universal health coverage.
Underlying Values and Core Functions
of WHO
All the Member States of WHO in the
South East Asia Region (SEAR) share the common value of the highest attainable
standard of health as a fundamental human right. All of WHO actions are based
on this and rooted in the underlying values of equity, solidarity and
participation.
WHO’s mandate revolves around six
(6) leadership priorities specifying (i) advancing universal health coverage
(ii) health related sustainable development goals (iii) addressing the
challenge of non-communicable diseases and mental health, violence and injuries
and disabilities (iv) implementing the provisions of the International Health
Regulations (2005) (v) increasing access to quality, safe, efficacious and
affordable medical products (vi) addressing the social, economic and
environmental determinants of health.
The South – East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to
disadvantaged populations and vulnerable segments of society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems as well as of the circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office
for India
In the context of the General
Programme of Work and within the framework of the WHO Country Cooperation
Strategy, the mission of the WHO Country Office is to support India in (i)
developing and sustaining its own health policies, health systems and public
health programmes; (ii) working to prevent and overcome threats to health;
(iii) anticipating future challenges; and (iv) advocating public health.
In pursuit of the above goals, the
National Polio Surveillance Project (NPSP) of WCO-India was launched in 1997 to
work closely with the Union and State governments to support polio eradication
activities in India. Following eradication of polio from India in 2011 and
certification of WHO SEAR as polio-free in March 2014, NPSP continues to
support the government in implementation of the Polio Eradication and End Game
Strategic Plan (2019-23).
Further, NPSP has transitioned to
the National Public Health Surveillance Project by broadening its scope of work
and is providing support for the intensification of routine immunization as a
part of the overall health system strengthening, supporting the goal of measles
and rubella elimination , introduction of new vaccines, and addressing other
public health priorities in consultation with the Government of India.
Description of Duties:
Under the managerial oversight of the National Data Team Leader and day-to-day supervision of Deputy Team Leader - Data, with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO’s Country Cooperation Strategy with India, the incumbent will have the following responsibilities in her/his assigned area of work:
- Support software system development for:
- surveillance of Acute Flaccid Paralysis (AFP), Measles
- Rubella (MR), Diphtheria Pertussis Neonatal Tetanus (DPT), Adverse
Event Following Immunization (AEFI) and research studies
- routine immunization (RI) and supplementary
immunization activities (SIA) for polio, measles rubella and other
vaccine preventable diseases as per programme needs
- Develop dashboards, data entry forms and apply data
entry checks in various data management systems developed and maintained
by the data team
- Support the Systems Analyst to develop databases,
queries and programs to support all the data management activities of AFP,
Measles, DPT, AEFI, RI and research studies
- Support the maintenance and troubleshooting of various
systems developed/ procured for management of data at the national level
- Provide technical support to the field units and
laboratory network for management of data and related data systems
- Support capacity building of field and national staff
on use of various data systems in use by the programme and data unit
- Perform any other task as assigned by supervisor.
QUALIFICATIONS REQUIRED
Education:
Essential: Completion of secondary school education or equivalent.
Desirable: Graduate degree from a recognized university. Qualified or
Semi-Qualified professional in computer language/s with working knowledge in
one or more of Power Bi, VB, C#, HTML, ASP, SQL, ACCESS, EPI INFO and ANDROID
Mobile Application Development.

Experience:
Essential: Minimum of five (5) years’ of professional experience
in the field of data handling and management.
Desirable: Experience of work in WHO/UN/ International
organization or Multi National
Company
(MNC)/reputed Indian Company/non-government organization (NGO).
Additional
Information:
Monthly remuneration is INR 65,410 taxable as per Indian
laws and the appointment will be through Special Services Agreement (SSA)
extendable subject to satisfactory performance and continuing need for the
function. S/he could be posted anywhere in India as per the project needs.
The Assistant System Analyst is a national of the country
(India) in which he/she is to serve, is recruited locally and is not subject to
assignment to any official station outside the home country. Only Indian
Nationals should apply.
