Background

Job Purpose

  • To recruit suitably qualified and experienced medical/paramedical and specialized professionals for regional missions in India, including emergency response activities in order to ensure regional recruitment support to missions.
  • To facilitate representation, networking and labour market analysis in the region in collaboration with MSF International HR, L and D and Operations with the objective to meet regional recruitment needs.
  • Development of visibility of the organization as an attractive employer to the international staff being recruited and managed in the pool, India operations, networking leads,  civil society actors and other stakeholders.

Key Accountabilities

HR demand analysis, recruitment, and retention of relevant, qualified candidates for operations in India

  • Forecast and consolidate demand of medical/paramedical profiles annually and translate it into the supply work plan.
  • End to end recruitment support to India missions (Vacancy announcements through various online sources, screening CVs, telephonic interviews of potential candidates, shortlisting, organization of the selection committee, conducting of selection interviews, and reference checks)
  • Develop an active pool of medical, non-medical and paramedical staff for emergency responses.
  • Liaison between the international HR, regional HR and the domestic HR for harmonization of recruitment efforts and resource sharing.
  • Support in labour market analysis process
  • Review and improve HR (recruitment) processes and procedures when requested by MSF India Operations.
  • Ensure HR briefings and debriefings are conducted to manage expectations of the inpat pool
  • Support the career development of the inpat pool in collaboration with Regional HR, international HR and L&D

Employer branding and networking

  • Develops annual HR networking plan in collaboration with MSF India BO, Operations, Bangladesh & Pakistan networking leads.
  • Facilitates representation of MSF in annual medical conferences, medical colleges, medical associations and other networking events.
  • Develop collaborations and liaison with national and regional medical and non-medical associations, relevant universities and institutions for support to overall recruitment needs of MSF.
  • Support in the production of communication tools for recruitment and networking in collaboration with the Communication team
  • Develop tools to support the improvement of the online presence (incl. website) of MSF South Asia as an employer in close collaboration with the communications department
  • Development and implementation of targeted HR marketing measures and tools with an aim to increase the foothold of recruitment through qualified applications
  • Administration, content adaptation and redesign of HR relevant advertising material and templates, in close coordination with the communications department
  • Development of monitoring and evaluation tools to access the impact of networking and employer branding strategies.

Technical support to Regional L&D

  • Provide technical support to L&D Advisor in planning and implementing online L&D programmes for national and international staff.
  • Provide technical support for the conduct of REE, REW, expat webinars, recruitment webinars and follow up on surveys.
  • Conception and technical implementation of offline and online engagement measures with the international pool in collaboration with International HR team including conduct and data analysis of Expat Satisfaction Survey.
  • Planning and implementing the online engagement activities and L&D strategies with the international pool in collaboration with L&D.

Key Dimensions

  • Support in recruitment of 15 inpats for regional operations (annually reviewed)
  • Conduct of 5 X online/offline conferences with networking stakeholders
  • 5 X engagement activities with international pool in collaboration with International HR and L and D team

Key Performance Indicators

  • Ensure open positions are filled up within 30 working days
  • Ensure a pool of 10 MDs is maintained at any given time of the year
  • Ensure MSF presence in 5 annual medical conferences
  • Monthly meetings with OCA, OCB, OCBA (with Operations in India)

Other Indicative Requirements

Educational Qualifications & Functional / Technical Skills

  • Bachelors in a relevant stream,  preferably HR and marketing

Relevant Experience (Type of experience and minimum number of years)

  • 2 years of experience in recruitment and networking
