Objectives
of the Programme and of the immediate Strategic Objective
WHO India Country Office collaborates with the
Government of India and relevant stakeholders within the framework of the
collaborative Country Cooperation Strategy (CCS), to actively support the
development and implementation of national health policies, strategies and
plans aiming at promoting access to and utilization of affordable and quality
health services and improving the financial protection against health-related
risks.
The Country Office contributes to providing technical support in developing
national policies, strategies and activities in the area of health systems
strengthening including, (i) advocating for Universal Health Coverage and
building up national capacity in UHC-related matters (ii) facilitating the
adoption of evidence -based public health interventions as well as appropriate
reforms/changes with a view to promote equity and accelerate the movement
towards universal health coverage.
Underlying Values and Core Functions of WHO
All the
Member States of WHO in the South East Asia Region (SEAR) share the common
value of the highest attainable standard of health as a fundamental human
right. All of WHO actions are based on this and rooted in the underlying values
of equity, solidarity and participation.
WHO’s mandate revolves around six (6) leadership
priorities specifying (i) advancing universal health coverage (ii) health
related sustainable development goals (iii) addressing the challenge of
non-communicable diseases and mental health, violence and injuries and
disabilities (iv) implementing the provisions of the International Health
Regulations (2005) (v) increasing access to quality, safe, efficacious and
affordable medical products (vi) addressing the social, economic and
environmental determinants of health.
The South – East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns
and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems as well as of the circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office for India
In the
context of the General Programme of Work and within the framework of the WHO
Country Cooperation Strategy, the mission of the WHO Country Office is to
support India in (i) developing and sustaining its own health policies, health
systems and public health programmes; (ii) working to prevent and overcome
threats to health; (iii) anticipating future challenges; and (iv) advocating
public health.
In pursuit of the above goals, the National Polio
Surveillance Project (NPSP) of WCO-India was launched in 1997 to work closely
with the Union and State governments to support polio eradication activities in
India. Following eradication of polio from India in 2011 and certification of
WHO SEAR as polio-free in March 2014, NPSP continues to support the government
in implementation of the Polio Eradication and End Game Strategic Plan
(2019-23).
Further, NPSP has transitioned to the National
Public Health Surveillance Project by broadening its scope of work and is
providing support for the intensification of routine immunization as a part of
the overall health system strengthening, supporting the goal of measles
elimination and rubella control, introduction of new vaccines, and addressing
other public health priorities in consultation with the Government of India.
Description
of Duties:
Under the overall guidance of Deputy Team Leader
(NPSP) and direct supervision of National Professional Officer (Immunization
Intensification) with a view to achieve the expected results set out in the
relevant WCO-India work plans in accordance with the WHO’s country cooperation
strategy with India, the incumbent will have the following responsibilities in
her/his assigned area of work:
The position would work under the guidance and
report to the National Professional Officer (Immunization Intensification), WHO
with technical inputs from Advisor (RCH) and Joint Commissioner (UIP), Ministry
of Health & Family Welfare (MoHFW), GoI. The appraisals and other
administrative approvals such as leave will be carried out by the National
Professional Officer (Immunization Intensification) with inputs from Advisor
(RCH) and the Joint Commissioner (UIP ) GoI.
Collect, compile and analyze routine and
supplementary immunization coverage and monitoring data and provide feedback to
senior officials in MoHFW for appropriate interventions at national and sub
national levels.
Assist MoHFW with planning and implementation of
immunization campaigns such as ‘Mission Indradhanush’ for periodic
intensification of routine immunization and catch up immunization
activities.
Provide technical assistance to MoHFW for
implementation of activities related to polio eradication & end game
strategic plan 2019-2023.
Follow up with states for annual revision of
emergency preparedness response plans (EPRP) for polio eradication.
Assist MoHFW with immunization program reviews for
different states of the country.
Provide assistance to MoHFW for introduction of new
and under-utilized vaccines.
Assist the priority states in preparation and review
of project implementation plan (PIP) under National Health Mission and
thereafter monitor the implementation status of the program implementation
plans.
Assist MoHFW in establishing monitoring and review
mechanisms related to status of vaccine stock out, cold chain logistics and
trainings.
Ensure exchange of appropriate information on
monitoring and program performance among all partners and other stakeholders.
Support MoHFW in documenting the minutes of
strategic meetings and subsequently follow up on action points.
Undertake field visits to monitor planning and
implementation of immunization program; and
Undertake any other activities/tasks as assigned by
the supervisor(s).
QUALIFICATIONS
REQUIRED
Education:
Essential: University degree in Medicine (MCI/State
Medical Council registration essential)
Desirable: Post graduation in community
medicine/preventive & social medicine/public health/pediatrics/ other
allied fields.
