Objectives
The Program
to End Modern Slavery—which is funded by the U.S. Department of State’s Office
to Monitor and Combat Trafficking in Persons (TIP Office)—features a series of
programs and projects designed to substantially reduce the prevalence of human
trafficking/modern slavery among key targeted populations, including in parts
of Vietnam, the Philippines, and India. In September 2019, the TIP Office
contracted EnCompass to conduct a mixed methods and multi-country evaluation of
the first tranche of PEMS funding (“PEMS 1”). This process evaluation will use
both qualitative and quantitative methods to (1) understand the processes used
by the implementing partner (to date) to measure the prevalence of modern
slavery, including strengths, challenges, and best practices; and (2) assess
how early sub-award activities have been implemented to serve human trafficking
victims or individuals vulnerable to trafficking in priority countries, including
how related research has influenced these activities. In India, the evaluation
will focus on awards, sub-awards, and prevalence estimation research to reduce
and/or study migrant labor in the construction sector and commercial sexual
exploitation of children (CSEC). Evaluation findings will therefore provide
insight into lessons learned, programmatic performance to date, and
recommendations for future efforts under PEMS.
Position
Description
The
Evaluation Manager will head the local evaluation team and lead PEMS evaluation
activities within India, including overseeing and participating in data
collection and analysis. The evaluation manager will supervise and coordinate a
team of three other people, including data collectors and an anti-trafficking
subject matter expert, and will ensure all data collection in India is
completed in a timely and high quality manner. At
this time, in light of COVID-19 safety concerns, all data collection will be
conducted remotely (e.g.
via internet or phone).
We are
looking for a collaborative leader who is experienced in project management and
qualitative data collection, highly organized, detail-oriented, proactive, and
has experience in both managing a dispersed team of researchers and
collaborating to conduct research across diverse contexts. The ideal candidate
would have existing interest and/or experience in the field of human
trafficking and modern slavery or other complex, sensitive topics.
*This is a
local position. Only candidates residing in India with existing work
authorization will be considered.

Duties and Responsibilities
Essential
functions:
Technical:

Oversee
and coordinate evaluation data collection efforts focused on PEMS projects and
research studies across India, including direct management of a small team of
qualitative data collectors
·
Prepare
for and participate in data collection training and use of relevant toolkits
and interview guides
·
Coordinate
and conduct piloting of qualitative data collection tools to model data
collection, including any necessary tool revisions
·
Directly
conduct remote interviews with select stakeholders
·
Manage
all data collected by the Indian data collection team and ensure that they
adhere to standards
·
Ensure
transcripts and notes from data collectors are transcribed, translated, and
cleaned in a timely manner; upload all cleaned transcripts in electronic form
· Provide input into synthesized evaluation findings, recommendations, and final report and
presentationsAdministrative:

Participate
in regular EnCompass evaluation team meetings, including frequent and timely
meetings during project orientation and start-up
·
Coordinate
and meet with India-based implementing partner staff for EnCompass evaluation
activities
·
Coordinate
assignment and completion of interviews among full India data collection team
·
Set
up and maintain systems to ensure timely delivery of tasks and track overall
evaluation progress in India
·
Serve
as local point-of-contact for administrative and logistical support for the
evaluation

Position
Requirements
Academic Qualifications
·
At
a minimum, a master’s degree and a minimum of 5 years of experience in program
evaluation, human trafficking or human rights, humanitarian or international development,
migration, social work, or a related field
Experience and Skills
·
Strong
technical and general writing skills
·
Experience
working with civil society organizations, government officials, and
intergovernmental bodies
·
Proven
track record of successful teamwork, collaborative leadership, and project and
team management experience
·
Outstanding
interpersonal skills and ability to interact with individuals at all levels
·
Work
experience in counter-trafficking or modern slavery, commercial sexual
exploitation, migration, humanitarian or human rights, social work, or related
fields in India
·
Strong
analytical skills to support qualitative research, including experience in
conducting and managing interviews and focus groups
·
Excellent
oral and written communication skills
·
Keen
attention to detail and a proactive attitude
·
Ability
to think strategically and integrate diverse information from varied sources
·
Written
and oral fluency in English and Hindi; working proficiency in other Indian
languages an asset
·
Ability
to organize, manage, prioritize, and follow through on multiple tasks in a
fast-paced, deadline-oriented environment
Preferred Qualifications
·
Strong
knowledge of the field of human trafficking/modern slavery in India, including
the landscape of key actors
·
Experience
conducting qualitative data collection with vulnerable or sensitive populations
·
Experience
in or knowledge of applying appreciative inquiry and participatory approaches
to qualitative data gathering and workshop designs
