Program Overview for Energy
The objective of the WRI India energy program is to inform
and guide India’s transition to cleaner energy. The program focuses on three
inter-related aspects of this energy transition: enhancing energy access,
scaling renewables among specific consumer categories, and achieving higher
levels of energy and buildings efficiency. Our energy access work is
specifically aimed at ensuring access to affordable and clean energy so as to
improve socio-economic development in rural and remote regions of India.
Through strong research, ground-level implementation experience, partnerships
with key stakeholders and communicating our work, we seek to achieve impact at
scale.
JOB SUMMARY:
The Energy Program at WRI India is seeking an expert on PMEL
(Planning, Monitoring, Evaluation and Learning) to work with and support
research focused on India's development, energy access, electricity governance,
and a just energy transition.
You will work with the program leadership to strengthen the
Energy Program’s PMEL efforts. A key part of the role is to support the
institutional understanding and integration of PMEL and to bring in
cutting-edge thinking and approaches to our work, establishing best practices
in monitoring and evaluation. This will include learning from peer
organizations, trainings and disseminating knowledge, to build a broad cohort
of expertise across the Program.
You will help with the planning and reporting process that
is used to set strategy and recommend actions to better measure and capture
impact. Key parts of the role include ensuring effective monitoring and
evaluation frameworks are adopted to understand the outcomes and impacts of our
work, and that there are iterative feedback loops to incorporate learning into
the strategic planning process.
In addition to MEL frameworks for the program, you will also
work directly with select project teams to support integration of PMEL into
projects, with the aim of improving the robustness of our research and assess
how our efforts are achieving desired impact. In this role, you will also
contribute to topical workshops, team retreats, and learning events.
JOB RESPONSIBILITIES
Strengthen Program Strategy
- Review the Energy Program’s strategy and annual plans,
including the development and strengthening of midyear check-ins and
follow-up of key takeaways and action points
- Analyse and produce reports for program leadership to
measure, evaluate and inform progress against strategic objectives
Improve Project Management and Impact
- Help project teams utilize PMEL to inform research
methodology development and refinement
- Develop and maintain a broad, substantive knowledge of
issues related to the Energy Program’s portfolio and its strategic goals
to support collaboration with other initiatives and programs
- Working alongside the program leadership, provide
strategic insights into team meetings and helping drive focus on stronger
impact by reviewing proposed new work and giving rigour to the sunsetting
process and supporting ongoing strategy reviews
- Responsible for designing and delivering trainings and
guidance on strategy development and theory of change, including keeping
updated on the latest literature on cutting-edge thinking and approaches,
as well as best practices in strategy development and project
implementation
- Ensure lessons learned through PMEL processes are
captured and shared to advance the application of best practices
throughout the team
Technical PMEL Support
- Establish a cycle of evaluation within WRI India’s
Energy Program, and provide leadership for, and support of, ongoing
evaluations across the program, including dissemination of lessons learned
internally and externally.
- Working with thematic teams and projects, identify
potential evaluation questions, develop robust evaluation methodologies
and liaise with external evaluators, if needed.
- Provide targeted guidance and direct PMEL support to
project teams, including strategy and program design, development of
theories of change, monitoring and project implementation
- Serve as internal reviewer for publications related to
evaluations
- Conduct proposal reviews to support the integration of
MEL from the outset and provide guidance on M&E reporting and
indicators to subgrantees and partners, as needed.
JOB QUALIFICATIONS
- Seven+ years of relevant, full-time work experience
with demonstrated involvement in project design and strategy development
- Master’s degree in public policy, economics, political
science, environmental studies, or related field. PhD would be added
advantage
- Demonstrated experience and expertise in program design
and monitoring, evaluation and learning, developing theories of change,
strategy development, results frameworks, change management, or related
subject areas
- Strong quantitative and qualitative analytical skills.
Knowledge and experience of using STATA, R, SPSS, or other similar
software desirable.
- Sector-specific knowledge and experience related to the
impact of energy on climate change, agriculture, healthcare, sustainable
cities, and electric vehicles is preferred
- Demonstrated experience conducting gender analyses,
political economy analyses, baseline assessments, or other project or
program planning assessments
- Extensive experience utilizing good practices in
identifying the rationale for the research methodology, developing
protocols and safeguards for data collection and management, communicating
results transparently, etc.
- Excellent communication skills, both oral and written
- Superb attention to detail
- Demonstrated ability to work both independently as well
as part of a team. Self-starter with ability to juggle multiple
assignments at one time.
- Demonstrated passion for WRI’s mission, including a
working knowledge of key issues within WRI’s portfolio.
Potential Salary: 12,00,000 to 17,00,000 INR
Salary and Benefits:
Salary shall be commensurate with experience and skills. WRI
offers a generous and comprehensive benefits package.
