Program Overview for Energy

The objective of the WRI India energy program is to inform and guide India’s transition to cleaner energy. The program focuses on three inter-related aspects of this energy transition: enhancing energy access, scaling renewables among specific consumer categories, and achieving higher levels of energy and buildings efficiency. Our energy access work is specifically aimed at ensuring access to affordable and clean energy so as to improve socio-economic development in rural and remote regions of India. JOB SUMMARY:

The Energy Program at WRI India is seeking an expert on PMEL (Planning, Monitoring, Evaluation and Learning) to work with and support research focused on India's development, energy access, electricity governance, and a just energy transition.

You will work with the program leadership to strengthen the Energy Program’s PMEL efforts. A key part of the role is to support the institutional understanding and integration of PMEL and to bring in cutting-edge thinking and approaches to our work, establishing best practices in monitoring and evaluation. This will include learning from peer organizations, trainings and disseminating knowledge, to build a broad cohort of expertise across the Program.

You will help with the planning and reporting process that is used to set strategy and recommend actions to better measure and capture impact. Key parts of the role include ensuring effective monitoring and evaluation frameworks are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process.

In addition to MEL frameworks for the program, you will also work directly with select project teams to support integration of PMEL into projects, with the aim of improving the robustness of our research and assess how our efforts are achieving desired impact. In this role, you will also contribute to topical workshops, team retreats, and learning events.

JOB RESPONSIBILITIES

Strengthen Program Strategy

  • Review the Energy Program’s strategy and annual plans, including the development and strengthening of midyear check-ins and follow-up of key takeaways and action points
  • Analyse and produce reports for program leadership to measure, evaluate and inform progress against strategic objectives

Improve Project Management and Impact

  • Help project teams utilize PMEL to inform research methodology development and refinement
  • Develop and maintain a broad, substantive knowledge of issues related to the Energy Program’s portfolio and its strategic goals to support collaboration with other initiatives and programs
  • Working alongside the program leadership, provide strategic insights into team meetings and helping drive focus on stronger impact by reviewing proposed new work and giving rigour to the sunsetting process and supporting ongoing strategy reviews
  • Responsible for designing and delivering trainings and guidance on strategy development and theory of change, including keeping updated on the latest literature on cutting-edge thinking and approaches, as well as best practices in strategy development and project implementation

The DAY-NRLM (Deendayal Antyodaya Yojana - National Rural Livelihoods Mission) is the flagship program of Ministry of Rural Development, Govt. of India relaunched in 2016 for promoting poverty reduction by building strong institutions of the poor, particularly women. The programme creates and enables community owned institutions of women to empower and make them economically self-reliant by improving their agency to access a range of livelihood and financial services and maximize their resources for creating sustainable livelihood opportunities. 

The state governments are mandated to set up dedicated Mission Management Units at the state, district and village/community level for the effective implementation of the NRLM scheme.  The mission provides regular hand-holding support to SHG/federations for a period of 5-7 years.  At the end of a fully implementation cycle the SHGs/federations are well prepared to become resource institutions at the community level for providing evidence and support to other social initiatives. 

Karnataka State Rural Livelihood Promotion Society (KSRLPS)

The State Government is implementing DAY-NRLM scheme in phases through Karnataka State Rural Livelihood Promotion Society in the name of “Sanjeevini”. The mission statement of KSRLPS is: “To reduce rural poverty by providing gainful wage and self-employment opportunities through community institutions resulting in sustainable improvement in their livelihoods”.

Sanjeevini is a community driven and process-oriented programme. The processes include different activities such as awareness building, social mobilization, and development of Community Resource persons (CRPs). Formation of CBOs, strengthening SHGs/ CBOs/federations/Livelihood Collectives, establishment of linkages and promotion of livelihoods. The conventional methods of monitoring focuses on physical, financial and logistic aspects of projects, but do not capture the processes of community perception, satisfaction with project services, inclusion and institutional dynamics. As the community processes do not conform to pre-set rules, deadlines, targets or blue print approaches, a responsive and adaptive implementation is necessary.

It is in this context that the State government of Karnataka has partnered with UNDP to implement The National Rural Economic Transformation Project (NRETP) in Karnataka. NRETP proposes to implement higher order economic activities which are cross cutting in nature, for instance, the project design envisages that there will be an organic link between the model Cluster Level Federation (CLFs) and financial inclusion strategies, insurance and pension schemes, producer groups and organisations, product marketing and enterprise development. The financial inclusion strategy will also have a key role in financing of farm and non-farm enterprises.  UNDP will be uniquely positioned to quickly transfer the technical know-how gained at the national and state level working across the country.  The state SMMU will be fully synchronized with the National level team working at the centre, important for better alignment of state priorities with those of the national programme while formulating the State specific poverty reduction action plans.

Under the scheme, UNDP is looking for a Block Technical Coordinator _ Forward Linkage, Consultant to undertake the activities as provided below. The incumbent will be based at KSRLPS and will perform duties under the direct supervision of the Mission Director and SPM - Value Chain & Forward Linkage.



Duties and Responsibilities

·        Candidate should be willing to travel across the districts of the State of Karnataka

·        Responsible for execution and monitoring of the sanctioned value chain development projects at the block level

·        Continuously scout for opportunities by analyzing potential for developing value chain interventions for existing commodities being produced in the block

·        Facilitate the technical support agencies in implementation of the sanctioned projects.

·        Maintain information regarding produce of the SHG members, markets (prices and trends), commodity-wise details of local and block level markets.

·        Identifying local buyers / local buyers, facilitating buyer seller meets at the block level

What are we Looking for?

As mass-transit systems aimed at reducing congestion and pollution, metro rail systems in Indian cities have witnessed considerable growth over the past decade.  However, the success of these highly capital-intensive projects has been mixed thus far, with several projects reporting significantly lower ridership levels than initial projections.  Many reasons have been theorised for this disjunction in ridership, not least a lack of adequate first and last-mile connectivity to the metro.  Several innovations in this sector have aimed to provide economical, fast, safe and reliable feeder services.  Ongoing work by WRI India, such as the Station Access and Mobility Program (STAMP) Challenge have been aiming to improve multimodality with the metro at its core through a variety of approaches – from providing innovative last-mile services a platform to pilot their innovations, to unlocking the potential of data to provide commuters a more seamless multimodal experience.

WRI India is looking for a transport analyst to assist with the STAMP Challenge in a variety of aspects:

  1. Identifying appropriate research questions, design and methodology for upcoming STAMP transport research projects, especially survey-based research;
  2. Analyses of extant policies that impact the use of the metro and other public transport;
  3. Executing further editions of the STAMP Challenge and related events;
  4. Developing a Toolkit that provides stakeholders a framework to improve metro-based multimodal connectivity.
