In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies.

The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator’s Office and is served by the UN Development Coordination Office.

In line with this General Assembly mandate, the Resident Coordinator (RC) is the highest ranking representative of the United Nations development system (UNDS) at the country level, with the responsibility to lead United Nations country teams, and ensure system-wide accountability on the ground – including through a matrixed dual reporting model - for the United Nations Cooperation Framework and coordinating UN support to countries in their implementation of the 2030 Agenda. She/he brings to the role an appreciation of the breadth of assets of the United Nations in the service of sustaining peace.

The Resident Coordinator is the designated representative of – and reports to – the Secretary- General. The Resident Coordinator also reports annually to the host Government on the system-wide implementation of the UNDAF.

The Resident Coordinator system is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. In performing her/his functions, the Resident Coordinator is guided by the respective UNDAF and international frameworks, norms and standards agreed amongst the Member States of the United Nations.

Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance. 

 

CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C (HCV), tuberculosis, cancer, and immunization.

 

Background:


Through the prioritized implementation of high impact public health interventions like immunization, access to safe drinking water, improved neo-natal and infant care and access to effective treatment for pneumonia and diarrhea, India has reduced its infant mortality rate (IMR) from 89 in 1990 to 32 in 2017 and Under-five Mortality Rate (U5MR) from 126 in 1990 to 39 in 2017. India’s Universal Immunization Program (UIP) is one of the largest public immunization programs in the world. It caters to 26.3 million infants and 30 million pregnant women annually through 9 million planned sessions. The program provides access to vaccines against 11 Vaccine Preventable Diseases (VPDs) at the national level and against two VPDs vaccines at the sub-national level.

 

Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the entire immunization ecosystem has demonstrated proactive commitment for achieving universal immunization coverage in the country in recent years. Strategic projects in this direction include but are not limited to introduction of new vaccines, rolling out of data systems, strengthening of national immunization centres such as Immunization Technical Support Unit (ITSU) and National Cold Chain & Vaccines Management Resource Centre (NCCVMRC) and successful piloting of initiatives for bolstering health worker capacity building. Coupled with these initiatives, MoHFW launched Mission Indradhanush (MI) in 2014 and Intensified Mission Indradhanush (iMI) in 2017: catch up and system strengthening campaigns to target underserved, vulnerable, resistant, and inaccessible populations. iMI has resulted in an increase of 6.7% in full immunization coverage (FIC) after the first two phases in prioritized districts. However, the government and partners recognize the need for further efforts in this direction to reduce the 802,000 infant deaths and 989,000 under-five deaths that occur annually in the country.

 

Uttar Pradesh (UP), the most populous state of India, contributes more than 20% (5.7 million) to India’s annual birth cohort. UP has the highest infant mortality (64 deaths per 1,000 live births) and under five mortality rates (78 death per 1,000 live births) in the country. UP’s  FIC  went up from 51.1% in 2015-16, to 65.3% in 2018 through concentrated efforts and catch up campaigns (MI and iMI) in 60 out of 75 districts. However, wide variations in coverage exist across regional and social categories. In 2018, UP accounted for 25% of under-immunized children in India & 9.5% of world’s under-immunized children. Improvements in UP’s FIC are essential to national and global improvements in immunization coverage, as an increase in UP’s FIC from 65 to 90% could increase India’s FIC by 6 percentage points, and the global FIC by 1%. The government of Uttar Pradesh (GoUP) is currently rapidly implementing a new strategic roadmap for holistic improvement of immunization outcomes in the state.

 

Program Overview:


CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI/WJCF programs, supports government initiatives on HIV/AIDS, Hepatitis-C, tuberculosis, cancer, immunization, and health financing. Additionally, CHAI/WJCF supports many state governments on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anemia, diarrhea and pneumonia, and helping increase access to quality family planning services.

 

CHAI/WJCF’s India immunization program supports the MoHFW’s UIP at the national level and in the focus states of Madhya Pradesh, Bihar, and Uttar Pradesh. CHAI/WJCF provides catalytic support to NCCVMRC, based out of National Institute of Health and Family Welfare (NIHFW), on national projects for improving availability and efficacy of vaccines and efficiency of vaccines systems. CHAI/WJCF also supports national and state governments on broader operational aspects such as planning, capacity building and systems improvements for immunization service delivery.

 

In Bihar, CHAI/WJCF will provide catalytic support to GoB for achieving and sustaining 90% FIC. CHAI/WJCF will help in setting up effective program management & review mechanisms, identifying pressing challenges as well as best practices in RI, enhancing impact of well performing interventions, developing & deploying effective solutions to pressing challenges and undertaking multi-year planning for long term immunization systems strengthening.

 

Role Overview:

Responsibilities

Qualifications

JOB SUMMARY:

The Energy Program at WRI India is seeking an expert on PMEL (Planning, Monitoring, Evaluation and Learning) to work with and support research focused on India's development, energy access, electricity governance, and a just energy transition.

You will work with the program leadership to strengthen the Energy Program’s PMEL efforts. A key part of the role is to support the institutional understanding and integration of PMEL and to bring in cutting-edge thinking and approaches to our work, establishing best practices in monitoring and evaluation. This will include learning from peer organizations, trainings and disseminating knowledge, to build a broad cohort of expertise across the Program.

You will help with the planning and reporting process that is used to set strategy and recommend actions to better measure and capture impact. Key parts of the role include ensuring effective monitoring and evaluation frameworks are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process.

In addition to MEL frameworks for the program, you will also work directly with select project teams to support integration of PMEL into projects, with the aim of improving the robustness of our research and assess how our efforts are achieving desired impact. In this role, you will also contribute to topical workshops, team retreats, and learning events.

The jobholder will work in the Department of International Trade (DIT) team to increase exports from the UK to India in Advanced Engineering Supply Chain (AESC) and Agriculture sectors.  The job holder will be responsible for strengthening trade between the UK and the East and North-East Indian states.

Roles and responsibilities:

Their role will be to achieve DIT Advanced Engineering Supply Chain (AESC) and Agriculture sectors campaign objectives, supporting UK companies looking to export to India or set up a base in India, including joint-ventures with local companies.  They will support the wider activities of the respective sector teams spread across multiple cities in India.

SRHR Global Programme

Promoting and protecting Sexual and Reproductive Health and Rights (SRHR) is crucial to the wellbeing of all people and to enabling them to contribute to the overall development of their communities and societies. The World Health Organization’s (WHO), 13th General Program of Work (GPW 13) recognises that access to SRHR can only be fully achieved through Universal Health Coverage (UHC), promotion of better health and well-being, and meeting the needs of those living in humanitarian settings, i.e. all three of WHO’s strategic priorities.  

The framework of GPW 13 builds on the existing expertise and long standing work on SRHR at WHO, committing the organization to make the strategic shift of stepping up its leadership on this issue so as not to leave anyone behind and ensure it has the capacity to support countries to achieve universal access to sexual and reproductive health care services (Sustainable Development Goal 3.7) and universal access to sexual and reproductive health and reproductive rights (Sustainable Development Goal 5.6) and to reduce  maternal mortality (Sustainable Development Goal 3.1). Target 3.8 to Achieve Universal Health Coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all includes the RMNCAH+N services to be delivered at Primary Healthcare Level is also a key pillar of this initiative.

 

Country Programme

In 2019, WHO in collaboration with the respective Regional Offices (RO) and respective WHO Country Office (WCO) rolled out a new multi-country initiative to strengthen Sexual and Reproductive Health and Rights (SRHR) information and services within the Universal Health Coverage (UHC) Framework and ultimately support national strategies to reduce maternal mortality and achieve SDG targets though a health systems approach.

India is a key focus country for this initiative and WHO is committed to supporting the MoHFW for the implementation of the project. Under the SRHR initiative, re-named SAMARTH (Sustain-Accelerate-Mainstream Access to Reproductive Health Through Health-systems), activities in India focus on prioritizing family planning (FP), adolescents sexual and reproductive health (ASRH), comprehensive abortion care (CAC), Health System Strengthening (HSS) and Aspirational Districts (AD) through national level support.

The consultants will be responsible for working closely with the MoHFW and WHO National and State level officers. The consultants will work as a part of a team of experienced staff working on SRHR, health systems, adolescent sexual and reproductive health both within the MoHFW and WCO. Consultants must have excellent research, writing and communication skills. This position is based in New Delhi, India and remuneration will be commensurate with experience.

 

OBJECTIVES:

Mainstream the SAMARTH initiative in the country and provide direct support to the MoHFW and WHO for implementing activities under this initiative.

Work with the Technical Officer for Reproductive Health and the MoHFW respective divisions as a part of the national Technical support unit (TSU) at Nirman Bhawan.

Ensure that the SAMARTH program achieves considerable traction in discussions at national level and its subsequent state and district level implementation.

 

SCOPE OF WORK

The scope of work includes but not limited to: -

Support ongoing SAMARTH activities and program. Participate as part of a team to conceptualize and implement sexual and reproductive health (SRH) activities.

Develop written materials in a range of formats including publications for the RHR initiative activities, meetings, policy dialogues and short-form analyses.

Support the preparation and/or revision of communication materials and capacity building activities or products related to SAMARTH.

Assist with national and Regional SAMARTH meetings. Support the ministry in implementing the program activities through states’ Project Implementation Plan (PIP). The goal is to ensure integrated SRH with Comprehensive Primary Health Care in PIPs to ensure that the activities are scaled up and budgetary safeguard are made for future scale-up.

Provide technical and administrative support to the Country Office as needed. Represent the WHO India in advocacy and outreach activities within the Ministry, relevant government agencies, key coalitions, and the network of SRH and UHC stakeholders.

Development of IEC materials for mass awareness and sensitization of the SAMARTH initiative. Publications and review of local/national data SRH & Health Systems studies and reports.

Provide Technical Support and collaborate on the development, rollout and implementation of programmes in the areas of health systems development, health services organization with a special focus on RMNCAH+N services and supporting universal health coverage.

As there are multiple positions, additional scope of work for each area include: -

Co-ordination (NoB/NoC): Support WHO’s engagement and technical activities with other ministries and state governments in relation to SRH. This includes but is not limited to - setting up the National RHR Technical Advisory Group (TAG), attending intergovernmental or inter-agency meetings, supporting documentation, reviewing technical documents and policy briefs. Engage with health working groups and undertake dialogues for reviewing, supporting and co-ordination of the SRH program with States officers. Support preparation of Annual PIP (program implementation plans) with focus on integrated SRHR.

Family Planning (NoB/NoC): To advocate use of SRHR indicators in the review and workshops and support conduct National/Regional review meetings on FP and integrated service delivery with MoHFW. Provide technical and programmatic support at national level in implementation of FP logistic management information system (FP-LMIS) in 10 High-priority states, facilitate and provide technical support in updating RMNCAH+N counsellor manual and finalization of the same.   

Comprehensive Abortion Care (NoB): Consultant to also work on supporting establishment of Model CAC training and service delivery centres and evaluation of Model CAC training and service delivery centre in the country, support the establishment of national CAC facilities dashboard. The consultant would support the updation of National CAC guidelines following the abortion law change and assist in the review of the quality of medical abortion drugs. Key deliverable will also include development of a costed action plan for CAC services in the country. 

Adolescent Reproductive Health (NoB): Support in assessing SRHR laws/ policies-barriers to accessing quality services particularly legal age of marriage and submission of report thereof. Support preparation of high-quality, simple and easy to administer resource toolkit (including FAQs, GIFs, Factsheets and Policy briefs) as part of SRHR Resource Toolkit aimed at strengthening the capacity of counselors and frontline functionaries to provide SRH services. Support expansion of national CAC facilities dashboard including adolescent health dashboard. Support updating of RMNCAH counsellor manual and subsequent trainings of Adolescent Health Counsellors. 

Health System Strengtheheing (NoB): Collaborate with staff across the Ministry to bring a robust perspective to the range of our communications and research activities. Serve as a leading voice on RHR and UHC, especially related to domestic family planning, adolescent RHR and comprehensive abortion care services at the Ayushman Bharat – Health and Wellness Centres (AB-HWCs). Prioritse integrated service delivery policy and program at HWCs urban and rural.

The Youth and Gender Specialist provides technical assistance and manages UNFPA’s work in respective State, on adolescents and youth and gender equality, with special focus on gender-based violence, to accelerate achievement of the ICPD Programme of Action and Agenda 2030. You will provide technical and policy advice in these special areas and help to strategically position UNFPA’s work, ensuring linkages with UNFPA other programme components of sexual and reproductive health and population dynamics.

 

You will report directly to the State Programme Coordinator with strong working relationships with the Adolescent/Youth and Gender Specialists in the Country Office in New Delhi.

Job Purpose:

 

UNFPA has been a partner of the Government of India and People since 1974 and is now on its 9th five-year Country Programme.  The Country Programme leverages large-scale government programmes to advance the needs of adolescents and girls and advance gender equality, such as Beti Bachao Beti Padhao (Save Daughters and Educate Daughters), Scheme for Adolescent Girls, Adolescent Health Programme, and school-based programmes to reach girls and boys at scale.  UNFPA’s support to the formal school systems through the Adolescence Education Programme has steadily moved towards institutionalization. UNFPA remains a trusted and important partner to both the Ministries of Health and Education to support the roll-out and institutionalization of the Comprehensive School Health Programme. UNFPA’s technical support to strengthen the on-ground implementation of Rashtriya Kishor Swasthya Karyakram (National Adolescent Health Programme) is well recognized. While working with national government programmes, the interventions have also been designed to demonstrate innovative ways of reaching out to vulnerable adolescent girls.

 

UNFPA aims to advance women and young people’s rights, especially girls, through interventions that keep girls in school, delay marriage and child bearing, prevent unintended pregnancy, protect them against and address gender-based violence, and promote the social, health and economic assets of the most vulnerable.  The programme seeks to reimage young people, promote their responsible participation and civic engagement, and thud unleash their full potential as agents of positive transformative in their communities and society at large.

 

You will manage the adolescent and youth and gender programme in the State, providing high-quality technical assistance, introduce innovation for acceleration of results, and results-based programme management; you will strengthen partnerships and build strategic alliances for advocacy and provide policy advice, leverage financial and technical resources for accelerated achievement of UNFPA’s transformative results and the ICPD Programme of Action.  You will engage with other programme units at State and national levels.

 

 

Main Tasks & Responsibilities

 

You will be responsible for:

 

A. Programme Management and Coordination

 

·         Support the implementation of UNFPA supported programming in the area of adolescents and youth and gender, applying appropriate strategies and interventions relevant to the State, and for achieving Country Programme results.

·         Ensure application of Corporate programme policies and procedures, including those related to budget management, monitoring and oversight.

·         Contribute to the formulation of the annual work plans for the State in the area of adolescents and youth and gender, ensuring application and contextualization of appropriate best practices and latest scientific knowledge in the field of adolescent and youth development, especially adolescent reproductive health and gender equality.

·         Monitor the day-to-day implementation of work plans through regular consultations with stakeholders and field visits.

·         Contribute to preparedness and response to humanitarian crises in the State, ensuring adequate attention given to the needs of women and girls, and inclusion of young people during emergencies.

 

B. Policy Dialogue and Technical Support

 

·         Contribute to policy dialogue with Government counterparts and UN and other development partners at the State level, preparing technical briefs and evidence-based materials and data, in favour of policies and budget allocations for programmes targeting women and girls, adolescents and youth.

·         Stay up-to-date with UNFPA corporate technical and programme policies and guidelines. Assess implications of new policy developments and strategies on programme execution, and ensure their application as relevant.

·         Stay connected to national and international technical communities of practice, ensuring appropriate contextualization of new ideas, best practices, and scientific evidence in the field of gender equality and adolescents and youth development.

·         Apply rights-based, gender-responsive and inclusive, and results-based approaches to programme design, implementation and reporting.

·         Establish and nurture collaboration and partnerships with technical networks on adolescents and youth development and gender equality.

 

C. Advocacy and Resource Mobilization

 

·         Represent UNFPA in meetings with senior and technical government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations, maintain a healthy and collaborative relationship,
