conformity with existing ILO practice, the appointment of an external candidate
will normally be made at the first step of this grade. The entry level
salary for this position is INR 3,174,179 yearly, less deductions for
pension and medical.
Introduction
The International Labour Organization
(ILO) is a United Nations (UN) specialized agency devoted to advancing
opportunities for women and men to obtain decent and productive work in
conditions of freedom, equity, security and human dignity. Its main aims are to
promote rights at work, encourage decent employment opportunities, enhance
social protection and strengthen dialogue in handling work-related issues.
Within the UN system, the ILO has a
unique tripartite structure with workers and employers participating as equal
partners with governments in the work of its governing organs. The ILO
collaborates, in addition to its tripartite constituencies (governments,
employers’ and workers’ organizations), with different development partners,
including various UN agencies, bilateral donors at central and local levels,
multilateral organizations, private sector institutions and foundations,
think-tanks , civil society organizations and others.
The Office plans to recruit a Senior
Partnership and Resource Mobilization Officer in the ILO Decent Work
Technical Support Team for South Asia and Country Office for India (DWT/CO-New
Delhi). S/He will work closely with the Programme Unit in the office that
ensures the overall management of ILO's development cooperation programme for
the DWT/CO-New Delhi. The Senior Partnership and Resource Mobilization Officer
will work under the supervision of the Deputy Director and overall guidance of
the Director of the DWT/CO- New Delhi.
Main
Purpose
The Senior Partnership and Resource Mobilization Officer will develop a
resources mobilisation strategy for an expanded partnership portfolio,
exploring opportunities for domestic public funds, private sector and CSR
funds, UN joint fund and other SDG funding opportunities in addition to multilateral
donors. S/He will lead the implementation of the strategy including
proposal/concept note development and follow-up for successful outcomes for the
Office. S/He will apply and play a key role in promoting the principles of
results-based management (RBM).
Working
Relationships
The Senior Partnership and Resource Mobilization Officer will work in close
collaboration with DWT Specialists, Programme Staff,the Senior Operations
Officer in New Delhi, the Regional Office in Bangkok, relevant departments at
headquarters such as PARDEV and the Finance Department’s Budget/Development
Cooperation unit in relation to the formulation and drafting of the development
cooperation project proposals. The incumbent will liaise with other
country offices for development of sub-regional funding proposals.
External contacts are primarily with government offices, employers’ and
workers’ organizations, UN agencies and other international organizations to
identify synergies, build partnerships and agree on project initiatives. The
incumbent will work closely with various donors, funding agencies and private
partnerships under Public Private Partnership.
Specific
Duties
1. Lead the
development of a detailed Partnership and Resource Mobilization Strategy for
India and provide expert advice to the management.
2. Review and analyze development plans and priorities,
socioeconomic data, reports and other relevant information; identify potential
development cooperation project areas and provide written analysis on the findings
to management.
3. Assemble, edit data and prepare documentation required for
planning and negotiation of programme/project activities, considering different
approaches and alternative methods for project design, management, problem
identification and problem resolution.
4. Develop and maintain excellent relations with development
partners. Define major focus areas for each partnership programme, based on
partner's policies and priorities and the ILO's own programme of work.
Negotiate national partnership frameworks including domestic funding modalities.
5. Develop a database of potential funding partners with
their detailed profile.
6. Carry out analysis of various resource mobilization and
partnership models aligned to Decent Work Country Programme and in consultation
with the Programme unit and the DWT, identify project
7. Research and analyse donor call for funding applications including expressions of interest and requests for proposals and provide expert advice in development and submission of applications and proposals.
8. Lead in mobilising funding opportunities for joint programmes developed in partnership with other UN agencies and lead in development of joint proposals.
9. Formulate and coordinate partnership and UN-to-UN agreements and follow up with the funding agencies in collaboration with headquarters. Prepare briefings and information notes for management on issues that are considered important for programming and resource mobilization linked to development cooperation activities.
10. Conduct knowledge management and capacity development activities for the DWT, Programme unit and project teams.
11. Perform other relevant duties as assigned by the Director of the Office.
Required
qualifications
Education
A University
degree (Bachelor’s or equivalent) in economics, international relations,
business management, political sciences, sociology, development studies or
other related field.
Experience
Minimum of
five years of professional experience in building and/or strengthening
partnerships, resource mobilization, business development in the United
Nations; Government departments, international development institutions.
Languages
Excellent
command of English. Working knowledge of Hindi.

programmes and activities.
• Good knowledge of Enterprise Resource Planning (ERP)
system, PC software (including word processor, spreadsheet and presentation
software) such as Microsoft Office.
• Ability to work in a team, take initiative and meet
deadlines.
• Excellent knowledge of the theories, principles, methods,
practices and techniques of programme formulation. Ability to analyse, justify
selection and appraisal of development cooperation proposals.
Ability to summarize complex issues into user-friendly guidance notes and
concept papers. Ability to solve complex problems and to build sound relationships
with counterparts in donor countries.
