Purpose of the Post

Defining, coordinating and monitoring the medical activities under his/her responsibility according to DWBI protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

Functional and Hierarchical Lines

Accountabilities

  • Coordinating, assessing and supervising the proper functioning of the medical activities (primarily HIV/[DR]TB/Hep C) according to DWBI protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under
    his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to DWBI procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves, Participating in shifts and replaces a doctor, if necessary.
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

Context Specific Accountabilities

General Strategy and Planning

  • Analyzes the context, participates in assessments and explorations, identifies medical/paramedical needs of the project, supports the PMR with the definition of priorities for interventions;
  • Participates actively in the planning of paramedical and medical project activities;
  • Participates actively in the monitoring, implementation and evaluation of medical activities of Manipur Project, for the departments under his/her responsibility;
  • Provide technical support to the medical team in HIV/TB/HCV/OST programme.
  • Is specifically responsible for the project’s medical resources management for HIV/TB/Hep C/OSCC activities,
  • Identify training needs and prepares schedule for Continued Medical Education (CME) and provides trainings to medical staff

Networking and Representation

  • As required and as delegated by the PC and the PMR, represents DWBI locally in Tengnoupal District of Manipur State in meetings with local stakeholders, authorities and/or partners such as NACO, MSACS, RNTCP, SACEP, the District Hospitals/hospitals of reference, NGO Network, ART centers, to discuss the public health situation in the area.
  • Regularly updates medical stakeholders, authorities and key partners contact list.

Data Management and Reporting

  • Assists the PMR with the production of the MMR with data from the areas under his/her direct management.
  • Provides insights and expert knowledge in the development of the various analysis pertaining to operational research, in close collaboration with the Epidemiology Activity Manager.

Infection Control

  • In close collaboration with the IPC Supervisor, follows up on IPC measures for the project.
  • Supports the IPC Supervisor with bio security management.

Inter-disciplenary Activities

  • In liaison with the other Activity Managers, ensures the planning and sound management of the Pharmacy.
  • In liaison with the Logistics Manager, produces the regular and 6M medical orders for the project.
  • Identifies potential organizations/structures for eventual donations of overstock.
  • Centralizes any and all information regarding medical stock quality issues and report to the PMR.

DWBI Emergency Response

  • Assists the PMR and the PC in following up on emergency-related information and monitoring at district, state and regional levels.
  • Assists the PMR, PC and Logistics Manager in the development and maintenance of emergency preparedness (EPREP) activities and interventions at project level.
  • Be available and flexible in the case of emergency responses/interventions.

Requirements

Education

  • Essential: MBBS degree with full & valid registration from Medical council of India or state medical councils.
  • Desirable: Specialization or training in Tropical Medicine.

Experience

  • Essential: Minimum 2 year of work experience related to the diploma/degree and in HIV/TB treatment and care programme.
  • Desirable; Previous experience in DWBI in the field.

Language

  • Mission language (English) essential.
  • Local language desirable.

Knowledge

  • Essential: Computer literacy (word, excel)

  • Salary Gross: INR 107,961/- (including Medical Market Adjustment Allowance) per month (non-negotiable)
