Project Objectives

The Program to End Modern Slavery—which is funded by the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (TIP Office)—features a series of programs and projects designed to substantially reduce the prevalence of human trafficking/modern slavery among key targeted populations, including in parts of Vietnam, the Philippines, and India. In September 2019, the TIP Office contracted EnCompass to conduct a mixed methods and multi-country evaluation of the first tranche of PEMS funding (“PEMS 1”). This process evaluation will use both qualitative and quantitative methods to (1) understand the processes used by the implementing partner (to date) to measure the prevalence of modern slavery, including strengths, challenges, and best practices; and (2) assess how early sub-award activities have been implemented to serve human trafficking victims or individuals vulnerable to trafficking in priority countries, including how related research has influenced these activities. In India, the evaluation will focus on awards, sub-awards, and prevalence estimation research to reduce and/or study migrant labor in the construction sector and commercial sexual exploitation of children (CSEC). Evaluation findings will therefore provide insight into lessons learned, programmatic performance to date, and recommendations for future efforts under PEMS.

Position Description

The data collector will work closely with the India Evaluation Manager to prepare for, coordinate, and conduct interviews with key stakeholders who work at project sites across India. At this time, in light of COVID-19 safety concerns, all data collection will be conducted remotely (e.g. via internet or phone). The data collector will be responsible for transcribing and cleaning completed interviews (verbatim and in standard English).

We are looking for someone who has significant experience conducting qualitative data collection with a range of different stakeholders, with a preference for experience in the field of anti-trafficking/modern slavery in India. The ideal candidate is experienced in qualitative data collection, highly organized, detail-oriented, proactive, and has experience collaborating to conduct research across diverse contexts.

·         Participate in onboarding and data collection training, including pilot to test and tailor data collection tools

·         Prepare for, coordinate, and conduct qualitative interviews through remote platforms, including all local logistics for assigned data collection

·         Collect and manage data files (interview and focus group transcripts and recordings, observation notes) as per EnCompass policy; transcribe and clean interviews into standard English a timely manner

·         Regularly communicate and coordinate with India Evaluation Manager and rest of evaluation team to ensure data collection progresses smoothly

Position Description

The Evaluation Manager will head the local evaluation team and lead PEMS evaluation activities within India, including overseeing and participating in data collection and analysis. The evaluation manager will supervise and coordinate a team of three other people, including data collectors and an anti-trafficking subject matter expert, and will ensure all data collection in India is completed in a timely and high quality manner. At this time, in light of COVID-19 safety concerns, all data collection will be conducted remotely (e.g. via internet or phone).

We are looking for a collaborative leader who is experienced in project management and qualitative data collection, highly organized, detail-oriented, proactive, and has experience in both managing a dispersed team of researchers and collaborating to conduct research across diverse contexts. The ideal candidate would have existing interest and/or experience in the field of human trafficking and modern slavery or other complex, sensitive topics.

Objectives of the Programme and of the immediate Strategic Objective

 

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

 

The Country Office contributes to  providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters (ii) facilitating the adoption of evidence -based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems as well as of the circumstances and political economy under which they have evolved and operate.

 

Mission of the WHO Country Office for India

 

In the context of the General Programme of Work and within the framework of the WHO Country Cooperation Strategy, the mission of the WHO Country Office is to support India in (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

 

In pursuit of the above goals, the National Polio Surveillance Project (NPSP) of WCO-India was launched in 1997 to work closely with the Union and State governments to support polio eradication activities in India. Following eradication of polio from India in 2011 and certification of WHO SEAR as polio-free in March 2014, NPSP continues to support the government in implementation of the Polio Eradication and End Game Strategic Plan (2019-23).

 

Further, NPSP has transitioned to the National Public Health Surveillance Project by broadening its scope of work and is providing support for the intensification of routine immunization as a part of the overall health system strengthening, supporting the goal of measles elimination and rubella control, introduction of new vaccines, and addressing other public health priorities in consultation with the Government of India.

 

Description of Duties:

 

 

Under the overall guidance of Deputy Team Leader (NPSP) and direct supervision of National Professional Officer (Immunization Intensification) with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO’s country cooperation strategy with India, the incumbent will have the following responsibilities in her/his assigned area of work:

The position would work under the guidance and report to the National Professional Officer (Immunization Intensification), WHO with technical inputs from Advisor (RCH) and Joint Commissioner (UIP), Ministry of Health & Family Welfare (MoHFW), GoI. The appraisals and other administrative approvals such as leave will be carried out by the National Professional Officer (Immunization Intensification) with inputs from Advisor (RCH) and the Joint Commissioner (UIP ) GoI.

  1. Collect, compile and analyze routine and supplementary immunization coverage and monitoring data and provide feedback to senior officials in MoHFW for appropriate interventions at national and sub national levels.
  2. Assist MoHFW with planning and implementation of immunization campaigns such as ‘Mission Indradhanush’ for periodic intensification of routine immunization and catch up immunization activities.  
  3. Provide technical assistance to MoHFW for implementation of activities related to polio eradication & end game strategic plan 2019-2023.
  4. Follow up with states for annual revision of emergency preparedness response plans (EPRP) for polio eradication.
  5. Assist MoHFW with immunization program reviews for different states of the country.
  6. Provide assistance to MoHFW for introduction of new and under-utilized vaccines.
  7. Assist the priority states in preparation and review of project implementation plan (PIP) under National Health Mission and thereafter monitor the implementation status of the program implementation plans.
  8. Assist MoHFW in establishing monitoring and review mechanisms related to status of vaccine stock out, cold chain logistics and trainings.
  9. Ensure exchange of appropriate information on monitoring and program performance among all partners and other stakeholders.

Our regional policy team seeks to advance the cause of digital rights and aid in public policy discussions affecting the future of the open internet in Asia Pacific. The Policy and Programme Support (PPS) Fellow will work within the Asia-Pacific policy team, in close coordination with the global policy team and teammates in other arms of the organisation, to help the organisation and our allies address these challenges. 

 

The PPS Fellow will aid our Asia Pacific policy director and regional policy staff in executing our 2021 regional plan, helping conceptualise and operationalise policy programmes in support of those priorities, assist in coordination across our organisational arms for our regional policy team, and assist with stakeholder communications and engagement. What You Will Do 

 

  Policy programme coordination, strategy, and team assistance:

  • Keep track of key digital rights developments and initiatives, digital rights related projects from civil society organisations in the region, and monitor other trends in the region related to our key priorities and assist us in our work to support the digital rights community in Asia Pacific
  • Build out outreach and engagement strategies to groups and stakeholders identified by the Asia Pacific Policy Director and other regionals staff in support of our 2021 regional plan
  • Support management and development of our regional policy plan and supporting strategies with the Asia Pacific Policy Director

In early 2000, the scope of our India program expanded with a major immunization initiative for the state of Andhra Pradesh. Today, PATH’s India projects focus on TB, HIV/AIDS, immunization, injection safety, maternal health, and more.

 

PATH is seeking for a Data Specialist who will oversee the planning and implementation of the HIV projects. S/He will support the implementation of the project according to the expectations from the donor, National Aids Control Organization (NACO) and other partners, including sub-national stakeholders in selected regions that PATH will be supporting.

 

Data Specialist will support NACO in development & maintenance of NACP Data Hub, NACP Dashboard and Data Quality Management (DQM) guidelines. These Technical Experts will also support NACO in routine programme monitoring & Data Analysis. These Technical Experts will be placed at NACO and will provide support to Strategic Information division (SI), NACO.

 

 

Responsibilities:  S/he will provide support for following:

 

·         Support NACO in preparing reports including DQMS reports, Technical brief, Sankalak, Status Note etc.

Required Experience

·         Minimum 7-8 years of relevant work experience (preferably in HIV) with demonstrated skills in Monitoring and Evaluation and experience in handling of large data sets.

·         High level proficiency in MS-Office package, data analysis software’s.

·         Experience in developing M&E plans, frameworks and indicators; knowledge of results-based matrix, preparing M&E reports, dashboards and scorecards.

·         Experience in Performance Monitoring and Evaluation of health programs, including monitoring performance indicators, data collection and conducting data reviews and analysis.

·         Demonstrated understanding of and familiarity with a range of Monitoring and Evaluation approaches.

·         Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and translate findings effectively to stakeholders and Partners.

·         Experience in publications.

·         Excellent analytical, communication, presentation and report writing skills.

·         Knowledge of SI approaches including M&E.
