 Information technology is an integral part of the strategic initiatives for all the Core Business Functions at IFC. Corporate Information Technologies (CIT) Teams provides comprehensive IT support for IFC's Investment & Advisory Services, Financial Operations, Treasury & the Asset Management Company. A robust engagement model with business ensures prioritization of the business requirements & focus on delivery. The application landscape encompasses a wide variety of In-house and Customized COTS products (such as ACBS, Summit, etc.,) which meets the business needs of IFC departments.  

The Technical landscape is continuously updated & some of the core technologies include ReactJS, JQuery, .NET Framework, .NET Core, NodeJS, Mule ESB, Pega, Postgres, Oracle, MongoDB, Documentum, SharePoint, O365, Apigee.  The Solutions and Data unit in Corporate Information Technology (CIT) department is seeking an Extended Term Consultant with a combination of deep technical understanding of designing enterprise solutions and working with multiple teams including vendor partners for application delivery and implementation. The position requires a highly motivated and versatile candidate with extensive technical knowledge on the latest tools and platforms in solution designing, with strong hands-on experience.  

Responsibilities
•Work hands on with development of complex enterprise applications by leveraging Cloud, Agile and DevSecOps methodologies for scalable delivery. 
•Work on configuring Cloud and OnPrem platforms & enabling tools to accelerate application delivery with highest quality. 
•Develop scalable solution design for IFC’s Front office, Middle office and Back office enterprise applications.  
•Implement enterprise grade solutions leveraging .Net, Java, Mule ESB, Pega, REST API's and AWS/Azure cloud services. 
•Work with implementation staff across CIT, WBG shared services and vendor partners to build, implement and deliver complex enterprise programs. 
•Work closely with the performance engineering and application implementation teams to design and implement high performing applications in IFC field offices which have low bandwidth and high latency. 
•Work on designing business solutions in microservice and cloud native architecture pattern.

The Manufacturing, Agribusiness and Services sector team is recruiting an Investment Analyst to be based in its Delhi office. Investment Analysts work closely with IFC’s Investment Officers, who are responsible for the design, negotiation, structuring, and subsequent supervision of the Corporation’s investment projects.

The position is assigned in the Portfolio, Results, Safeguards and Gender Unit (CWOD-PSG) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. CWOD-PSG provides overall support and guidance in portfolio management, safeguards, and financial management for projects in CWRD member countries.

 

Job Purpose

The Associate Financial Management Officer provides advice and support to the financial management (FM) function for CWRD’s project portfolio by working closely with CWRD’s FM focal points, project officers and analysts; and supports project teams working on CWRD’s project portfolio to ensure compliance related to audited project financial statements (APFSs), entity financial statements (AEFSs) and project processing due diligence. He/She will also provide support in implementing ADB FM policies and strategies. The incumbent will report to designated International Staff.

Responsibilities


• Lead review of APFS and AEFS following the internal review process and exercise professional judgment; financial management support for project teams to communicate with executing and/or implementing agencies (EAs/IAs) on issues identified in the APFS and AEFS, including compliance with financial covenants; and preparation of checklists in accordance with ADB’s internal guidelines and procedures for APFS review, monitoring and quality improvement.
• Analyze non-compliance or delayed compliance with APFS and AEFS submission and public disclosure requirements, as well as quality, common issues and deficiencies in APFS and AEFS and summarizes these and expected actions in a regular report to Project Administration Unit Head.
• Diligently follow up with project teams and EAs to achieve compliance with ADB FM requirements in close coordination and consultation with CWOD-PSG FM unit, CWRD Sector Divisions (SDs) and Public Financial Management Division (PFFM).
• Monitor regularly the follow-up actions identified from APFS and AEFS review or other related actions and develops and maintains an appropriate monitoring database of project financial statements and verifies project related information to assist APFS and AEFS review.
• Prepare and implement a capacity development plan for EAs/IAs to improve their understanding of ADB financial management requirements; conduct FM training and coaching programs for EAs/IAs.
• Support and advise PFFM to build the capacity of audit firms engaged by ADB projects for audit purposes.
• Provide technical support to project teams on financial due diligence work by supporting the conduct of a financial management assessment of the EAs/IAs, including assessing whether previous financial management assessments have been conducted by ADB or other agencies and, if so, reviewing the results and ascertaining whether these can be used as input; assessing capacity for planning and budgeting, management and financial accounting, reporting, auditing, internal controls, and information systems; reviewing proposed disbursement and funds-flow arrangements; and concluding on the financial management risk rating and identifying and confirming measures for addressing identified deficiencies.
• Assist in the preparation and agreement of cost estimates and financing based on verifiable data to support project implementation.
• Provide support to the conduct of financial evaluations (financial cost-benefit analyses) including sensitivity analyses of project components that have a full cost-recovery objective.
• Assist in the development of risk mitigation measures to be incorporated in financial covenants where significant risks are identified to project financial sustainability or viability; and assessment and agreement from EAS/IAs on financial reporting, auditing and public disclosure arrangements for the project.

RECRUITMENT OF CLERKS
IN PARTICIPATING ORGANISATIONS (CWE CLERKS-V)

The online examination (Preliminary and Main) for the next Common Recruitment Process for selection of personnel for Clerical cadre Posts in the Participating Organisations listed below is tentatively scheduled in December 2015 & January 2016

Any eligible candidate, who aspires to join any of the Participating Organisations listed at (A) as a Clerk or in a similar post in that cadre, is required to register for the Common Recruitment Process (CWE Clerks -V). The examination will be two tier i.e. the online examination will be held in two phases, preliminary and main. Candidates who will qualify in preliminary examination and shortlisted will have to appear for Main examination and shortlisted candidates in the main examination will subsequently be called for a Common Interview to be conducted by the Participating Organisations and co-ordinated by the Nodal Banks. Depending on the vacancies to be filled in during the financial year 2016-17 based on the business needs of the Participating Organisations and as reported to IBPS, candidates shortlisted will be provisionally allotted to one of the Participating Organisations keeping in view the spirit of Govt. Guidelines on reservation policy, administrative convenience, etc. The validity for CWE Clerks-V will automatically expire at the close of business on 31.03.2017 with or without giving any notice.

This system of Common Recruitment Process- CWE (Preliminary and Main Examination), Common Interview and provisional allotment for recruitment of Clerical cadre posts in Participating Organisations has the approval of the appropriate authorities. 

IBPS, an autonomous body, has received a mandate from the organisations mentioned at (A) below, to conduct the recruitment process as mentioned above, once a year. IBPS will make arrangements for conducting online preliminary examination, declare result of online preliminary examination, inform the shortlisted candidates about the online main examination, declare the results of the main examination and inform the shortlisted candidates about the interview. Interviews will be conducted by the participating organisations and coordinated by the Nodal Bank in each state/ UT. Prospective candidates will have to apply to IBPS after carefully reading the advertisement regarding the process of examinations, interview and provisional allotment, eligibility criteria, online registration processes, payment of prescribed application fee/ intimation charges, pattern of examination, issuance of call letters etc. and ensure that they fulfil the stipulated criteria and follow the prescribed processes.
