Doctors Without Borders/Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural and man-made disasters and exclusion from healthcare. We have been present in India since 1999 providing free-of-charge essential healthcare to people in remote areas, and specialist care for people affected by HIV/AIDS, malnutrition, hepatitis C, antibiotic resistance, tuberculosis, kala azar and sexual and gender-based violence. MSF was awarded the Indira Gandhi Prize for Peace, Disarmament and Development in 1996 and the Nobel Peace Prize in 1999.

COVID-19 Emergency Intervention

Today we are facing a new global challenge. Doctors Without Borders/Médecins Sans Frontières (MSF) teams are racing to respond to the COVID-19 pandemic in over 70 countries, including opening new projects in areas that are becoming pandemic hotspots. In India, Mumbai is as of now considered as one of the biggest hotspot in the country. The rising number of confirmed cases especially in the slum areas requires more focused approaches and interventions. Doctors Without Borders India (DWBI) decided to start an emergency intervention to support and strengthen COVID response in M-East Ward by focusing on:

  • Disease prevention in Govandi slum (health promotion, Water and Sanitation);
  • Management of COVID-19 ward for mild to moderate cases

Context

Due to the on-going COVID-19 pandemic Doctors Without Borders India (DWBI) is planning to implement a comprehensive COVID-19 intervention in the M/East Ward (MEW), Mumbai and other part of Mumbai (Maharashtra) as needed with the purpose of preventing, diagnosing and treating mild and moderate cases of COVID-19 in a dedicated health facility thereby decongesting the current referral hospitals to be able to focus on the severe cases. The project will also implement OPD/Fever clinic to strengthen screening, diagnosis and testing and WASH and health promotion intervention in the MEW community in close collaboration with the Mumbai Municipal Corporation and other actors.

Main Purpose of The Role

Prepare, provide and present health education sessions to the population/patients according DWBI principles and values in order to promote health information through health measures and hygiene conditions as well as provide information about DWBI activities in order to facilitate access to healthcare

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (WHE) is to build the capacity of Member States in the South-East Asia Region, to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations Unit of WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning of the response with partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, guidance and in this context develops new standards and shapes the global policy of the response to health emergencies. Finally, EMO engages in representation to key interagency bodies

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, and under the direct supervision of the Programme Area Manager, Emergency Management Operations (EMO) and overall guidance of Regional Emergency Director (RED),the incumbent shall support SEAR Member States by carrying out the following responsibilities:

 

1.  Coordinate technical and operational support to the member states for country-level operations for public health emergencies related to emerging and re-emerging infectious diseases, in line with established technical standards, best practices, protocols and guidelines. 

 

2.  Liaise with technical departments across the Organization and support country offices on issues related to the response to public health emergencies of international concern. 

 

3.  Promote the overall strategic, operational and technical coherence and consistency of WHO emergency operations (infectious hazards related emergencies), including through strengthened support to the design of programmes and development of Humanitarian Response Plans. 

 

4.  Facilitate the efficient flow of partner contributions in support of country response operations with particular attention to project cycle management, carrying out assessments, establishing partnerships, planning, human resources, logistics, resource mobilization, monitoring, information-sharing and reporting. 

 

5.  Lead the capacity-building, training activities and simulation exercises to strengthen operational capacities of WHO and partners; contribute to development of policies, technical standards, guidelines and Standard Operating Procedures (SOPs), ensuring the adherence to interagency policies. 

 

6.  Undertake country support missions, make recommendations to senior management on related priorities and issues; and capture lessons learned and promote their integration into broader WHO policy and practice.

Job Description : The Chief Manager (CM) will serve in the Program Management Unit (PMU) for the Grand Challenges India (GCI) at BIRAC. Reporting to the Mission Director, PMU the Chief Manager will get opportunity to contribute to establishment of population-based field sites for studying epidemiology of diseases so as to prepare the sites for conduct of vaccine clinical trials in future and to provide clinical input for all the ongoing programs of the mission in MCH, Nutrition, Infectious Diseases, Vaccine development, Medical Technologies and all clinical related Grand Challenge India programs.

Key Responsibilities :

 

Responsibilities of the position include but are not limited to:

 

  *  Responsibilities for Implementation of the Mission     Program of GCI which includes ensuring monitoring of all   grantees of focus area by experts both technical and   financial, working closely with the Scientific and Technical   Advisory groups for project review and supervising grant   management activities.

 

  *  To shape and execute scientific grants and research contracts leading to social innovations in health-related areas, Nutrition, Infectious diseases, medical technologies etc.

 

  *  Provide clinical inputs on programs related to maternal/child health, immunization, nutrition, medical technologies, and coordination and technical management of all aspects of an ongoing Grand Challenges Programs.

 

  *  Manage specific investments, and will also be an important liaison to DBT, BMGF and Wellcome Trust, and a substantial portfolio of complex grants requiring high-level grant management skills, including applying and evaluating milestone-based performance objectives;

 

  *  Responsible for timely execution of programmes and financial management of grant.

 

  *  Serve as a partner and resource person to grantees to facilitate accomplishment of strategic objectives;

 

  *  Synthesize and document results from grants and contracts including preparing briefings and portfolio reviews to leadership;

 

  *  Prepare detailed analytical reports on the project related subjects, interact with experts for project review.
