Unit Overview
The Corporate Procurement Division SPACP is responsible for the acquisition of goods and services to support World Bank Group’s offices worldwide.  SPACP has offices in Washington, DC and Chennai, India providing support to clients for all aspects of the acquisition process, including, competitive selection, contract negotiation, purchase order issuance, change order processing and contract administration.

The Procurement Assistant in Global Procurement Operations position is located in Chennai.  This position reports to a Procurement Specialist under the managerial responsibility of a Senior Procurement Specialist in Corporate Procurement.  The Procurement Assistant will be responsible for supporting the World Bank’s Vendor Registration and Vendor Management program. The Procurement Assistant assesses vendor documentation for eligibility within the World Bank’s stringent vendor management program controls framework.  The Procurement Assistant is also responsible for service desk support, client liaison, promotion of best practices analysis, optimization of vendor records, data analysis and creation of business reports.

The position requires relevant work experience in the field of vendor management, reporting and analytics and requires the ability to manage interpersonal relationships and excellent communication skills. Direct client interface would form a core part of the work.

Work requirements of this position may involve some travel and may require adjustments to the work schedule to support clients within different time zones.

Duties and Accountabilities: 
• Review and approve applications for registration of external vendors.
• Review and analyze all vendor application requests against control data (e.g. Debarement, duplicates, Conflict of interest, financial capability) to ensure all approved vendors meet the World Bank Group’s Vendor Eligibility requirements.
• Coordinate with control and clearance groups as required when performing vendor registration

approvals.
• Resolve issues with Vendors, Project Managers and Accounts Payable on matters of vendor master data and database management.
• Conduct regular review and oversight of procurement SAP vendor master records.
• Prepare, as requested, reports and analysis for the Unit (i.e. Vendor Benchmarks, Statistics, and Workload Monitoring Reports).  Undertake analysis on vendor segmentation, vendor rationalization, aging and other trends as directed.
• Support all tier II client request for all matters related to the World Bank Vendor Management policy, process, guidelines and transactions.G
• Review of Vendors integrity and financial risk to assess eligibility for participation in projects. 
• Provide support as requested to all procurement programs including, but not limited, to: PCard, PO Processing, Diversity, Sustainability, Helpdesk, eConsult, Asset Management, etc.
• Update Vendor Management documentation as assigned.

Selection Criteria

• A Bachelor’s degree or equivalent combination of education and experience. 
• A minimum of 2 years relevant experience.
• Good knowledge of the Vendor Management.
• Knowledge and experience in the use of SAP MM is required.
• Analytical skills that allow for the development of data-driven reports
• Ability to conduct preliminary review of basic procurement documents and identify problems and inconsistencies.
• Excellent critical thinking skills to help solve business problems and make decisions
• Strong communication skills in English including the ability to prepare and present findings in written and oral form.
• Thorough knowledge and use of relevant computer software (MS Office – MS Word, Excel, Power Point, Macros) 
• Ability to organize and operate data/information
• Strong attention to detail   
• Good knowledge and understanding of Public or UN System procurement policies, processes and practices is desirable
• Demonstrated success in applying current procurement techniques is desirable
• Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues
