Background Information - India
India
UNOPS in India is based in New Delhi and currently
manages three major health projects: distributing H1N1 vaccines to developing
countries on behalf of WHO, procuring medical goods for the Indian Government
and combating child mortality with the Norway-India Partnership Initiative.

1.
Partnerships development, business acquisition and growth include the following
responsibilities:
●
Coordinate implementation of business plan 2018 - 2021 and lead the annual
updates offices business plans;
●
Coordinate donor and partner mapping exercise covering both the development and
humanitarian landscape;
●
Advise the RD and Senior Management Team on the possibilities for UNOPS
strategic positioning, vis-à-vis the potential partners;
●
Coordinate preparation of substantive briefs on specific partners, UNOPS
strategic positioning, and partnership opportunities;
●
Establish working relationships with key potential partners and attend relevant
meetings in an effort to position UNOPS as a partner of choice;
●
Lead, manage and coordinate agreement negotiations, drafting of project
proposals, budget and other partnership and programme development
communication;
●
Coordinate and maintain regular communication with the Corporate Partnership
Group (PLG)
●
Coordinate and collaborate with relevant partnerships and programme personnel
at the country, regional level, to ensure aligned and coherent interactions
with partners.

Knowledge management, innovation and technical support, including the
following responsibilities:
●
Advise on the policy-level issues related to partnerships and programme
development for UNOPS;
●
Assess and keep abreast of the emerging trends in the development and
humanitarian spheres, as related to UNOPS services;
●
Identify and synthesize best practices and lessons learnt as related to
partnership and programme development.
●
Implement standards, tools and templates provided by PLG to effectively manage
partnership and programme development;
●
Contribute to UNOPS capacity development as related to partnerships, including
promoting learning, coaching and mentoring the team members, field staff on
UNOPS policy and practices for effective management of partnerships;
●
Participate in and conduct the relevant training for the operations/ projects
personnel, and participate in field missions, as required.
●
Contribute to knowledge networks and communities of practice.
●
Supervise the activities of junior staff within the partnerships team.
3.
Government liaison:
● Implementation coordination: The Partnerships Development Senior Manager will advise Project Managers on project-level stakeholder engagement and will ensure that all projects liaise
regularly with their government counterparts. The incumbent will participate in high-level events involving government entities such as coordination meetings, steering committee meetings, signing ceremonies and inaugurations.●
Policy dialogue: The Partnerships Development Senior Manager will take an
active role in policy dialogues organized by the Government of India (GOI)
which might be relevant to UNOPS. The incumbent will liaise informally with
relevant ministries to ensure UNOPS’ participation in such events.
●
Promoting UNOPS and Co-ordination & liaison with Ministries of GOI and also
the state Governments and ensuring that UNOPS' capacities and mandate are well
understood and appreciated

Efficient partner relationships and organizational work ethics and
culture, including the following responsibilities:
●
Actively engage with partners to solicit feedback and gauge their satisfaction
with UNOPS services;
●
Coordinate implementation of partner surveys as appropriate.
●
Undertake advocacy, public information and communication activities in
collaboration with PLG, when required.
●
On behalf of the Regional Director, participate in and report on the relevant
inter-agency, donor and government coordination meetings, international
conferences, summits, etc;
●
Actively engage with internal stakeholders.
●
Demonstrate professional and personal ethics, transparency and openness.
Monitoring and Progress Control
The LICA holder will provide the progress details to
Regional Director on regular basis. The TOR and a work plan containing specific
time bound deliverables will be agreed by the incumbent and the supervisor
prior to commencement of assignment.
Education/Experience/Language requirements
a.
Education
● Advanced university degree (Master’s degree
or equivalent) in International Affairs, Economics, Business Administration,
Public Administration, Political Science, International Relations, or other
relevant discipline is required.
● A combination of a first-level university
degree (Bachelor's or equivalent) with 2 additional years of work experience
may be accepted in lieu of the advanced university degree (Master's Degree or
equivalent).
b.
Work Experience
● At least 7 years of experience in an
international development including demonstrated experience in:
● Developing and executing partnership and
programme development plans;
● Project development and proposal writing;
● Acquisition of projects;
● Establishing partnerships with UN agencies,
international development organizations, governments, foundations,
international NGOs or private sector organizations.
● Prior experience working in project
and programme management experience, international organizations, international
development, post-disaster and/or emergency contexts is desirable.
● A combination of Bachelor’s degree with an
additional 2 years of relevant work experience may be accepted in lieu of the
education requirements outlined above.
c.
Language
● Fluency in written and oral English and
Hindi required.
