Job Purpose

Reporting to the Manager, Finance Shared Services, the Assistant Manager, Finance Shared Services is responsible for leading a team in the provision of accounting and financial management services, ensuring financial control, financial reporting, training and providing advice and support to relevant stakeholders within a comprehensive financial management structure. The Fast Initiative

The FAST initiative was launched in mid-2018 as a public-private partnership in response to calls from the G7, the G20 and the United Nations General Assembly to mobilise the private sector in the fight against modern slavery and human trafficking. In under two years, the initiative has already had substantial impact, having trained thousands of financial sector professionals in more than 130 countries, mobilised institutional investors with more than USD 8 trillion assets under management to tackle modern slavery and human trafficking, developed risk analysis tools for the sector, and provided input into a range of multilateral and regulatory policy processes. It has also organised a coalition of banks and survivor support organisations to provide survivors with improved access to financial services.

Owing to the generous support of FAST donors, the project has been extended by a further three years and is successfully poised for growth.

The position

The UNU Centre for Policy Research is looking for a visionary and dynamic project director to oversee the project’s next phase of growth.

Over the next three years (2021-2023), the FAST Project Director will work closely with the FAST Steering Group and UNU-CPR’s Executive Director to design and implement a programme of work that aligns with donor expectations and ambitions. The Project Director will have significant autonomy in shaping the project team, as well as the scope of collaborations to meet the overarching project objective: mobilising the financial sector to reduce the risks of modern slavery and human trafficking.

About you

You will be a seasoned leader with deep understanding of the finance sector and/or government regulation and practice as it relates to the identification and management of modern slavery risks — including human trafficking and forced labour — in the global economy. You will be familiar with and have experience of sustainable finance initiatives and environmental, social and governance (ESG) criteria in banking, lending and investment practices, as well as compliance and regulatory regimes, financial technology, and international cooperation in the areas of business and human rights. You value and are also familiar with research related to these themes and are keen to build a team that is able to leverage the transformative potential of this policy agenda.

You are proactive and entrepreneurial, motivated by the prospect of using the unique convening power of the United Nations University and the rich constellation of public and private partnerships developed by the UNU Centre for Policy Research to launch a bold and impactful programme of work that will extend the capacity of financial institutions, governments and other key stakeholders to reduce the prevalence of modern slavery. You will also have experience managing large (multi-million) research projects, policy initiatives or international campaigns, and bring a network of collaborators that will support you in quickly scaling the FAST initiative.

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Under the direct supervision of RED and overall guidance of DPM, the incumbent will:

(1) Contribute to WHO's organization-wide work in the development, implementation and oversight of relevant policies, strategies, programmes of work, and annual work-plans in areas related to laboratory aspects of infectious diseases of epidemic and pandemic potential including High Threat Pathogens (HTPs);

(2) Guide and provide technical support to develop regional and national policies, strategies, plans, guidelines, standards, SoPs / diagnostic protocols, Quality assistance Schemes and strategic directions for development and effective management of laboratory support in the Region for prevention and control of infectious diseases of epidemic and pandemic potential including High Threat Pathogens (HTPs);

(3) Establish and technically oversee regional laboratory expert networks and represent the SEAR in global experts networks highlighting the specifics of the region;

 (4) Conduct technical evaluations of laboratory diagnostics, equipment and related consumables on behalf of the WHE;

(5) Support field level laboratory response during outbreaks and pandemics by being deployed to countries for technically supporting them;

(6) Coordinate and assist Member States in implementing WHO Global Strategy for Containment of Antimicrobial Resistance together with other stakeholders of AMR prevention and control with specific focus on laboratory based AMR intervention efforts including overseeing the Regional External Quality Assurance Programme (EQAP) with the WHO-CC in Thailand; and

(7) Any other duties as assigned by RED.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medical or Biomedical fields. Advanced Post Graduate degree with specialization in laboratory science.

Desirable: Training in molecular techniques. Training in Public Health or Public health laboratory practice is an added advantage.

Experience

Essential:

- At least ten (10) years of experience in public health laboratory science in infectious diseases with special focus on, high threat pathogens in diagnosis and/or research including 5 years of international experience.

- Expert knowledge in and using molecular technique for rapid typing, thorough knowledge of microbiological, clinical and laboratory surveillance.

- Previous experience and understanding of infectious disease laboratory diagnostics with focus on HTP related experience in developing countries and management of a national laboratory or network of laboratories are useful.

- Knowledge of diagnosis of communicable diseases control and epidemiology and ability to work with national and international staff as member of the emergency preparedness and response team both in the laboratory setting, field laboratory setting as well as the international advisory and support levels.

Desirable: Proven track record of successfully acting as an international adviser or consultant is an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2439 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
