OBJECTIVES OF THE PROGRAMME

1.  To lead efforts to curtail the COVID-19 pandemic in the South-East Asia Region through access to and an efficient deployment of COVID-19 vaccine(s) in countries of the Region;

2. To ensure optimal utilization of technical, financial and human resources for the development of National Deployment and Vaccination Plans and their implementation and monitoring in Member countries of South-East Asia Region;

3. To provide technical expertise and support to countries in the development, regulation and engage multi-stakeholders to ensure the access and availability of COVID19 vaccines to all people of all countries so that “no one is left behind”; and

4. To support targeted efforts directed towards the prevention and control of vaccine-preventable diseases (VPDs) in South-East Asia Region.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, CDS, and the overall guidance of Director, Programme Management, the incumbent will have the following responsibilities:

1. Provide the technical leadership and strategic direction for the appropriate planning, and manage the introduction of COVID-19 vaccine in countries of South-East Asia Region for the roll-out of the vaccine(s);

2. Provide expertise and authoritative advice to Member countries of South-East Asia Region, through country offices of WHO, on technical and programmatic issues related to COVID-19 vaccines, policy and strategic elements of good preparedness national plans of actions and lead the actual roll-out of COVID-19 vaccine(s);

3. Be the leader to foster collaboration with global and regional partner agencies, donors and other stakeholders to ensure consensus on policy direction and programmatic strategies of COVID-19 vaccine as well as ensuring optimal coordination and support for implementation of strategies during the planning, roll-out and follow-up phases in Member countries of South-East Asia Region;

4. Coordinate the global workstreams involved with procurement, distribution, readiness, deployment and monitoring of COVID-19 vaccine(s);

5. Be the pre-eminent expert on matters of vaccine research and related immunization policies, strategies and actual field roll out of such new vaccines in countries;

Function:

Campaigns & Communication covers Media & Narrative, Brand & External Communication and Campaigns. The function aims at building a strong public profile for the organisation to support its advocacy and fundraising, as well as enable behavior change both among the larger population and the target population in projects. Campaigns & Communication focuses on representing the organisation in media and producing communication material for internal and external use.

Role Purpose:

To ensure that Save the Children develops a “strong voice” for children nationally, through inspiring media advocacy informed by key programme evidence and research; and support the efforts to make the brand salient and defined. This post working under the supervision of the Head - Media and Narrative will build Save the Children’s profile as the leading advocate for children’s rights, especially those of the most marginalised and excluded children in India.

Role & responsibilities:

 

  • Assist in implementing the media strategy at the National Support Office and across all the four Hubs, through inspiring media advocacy
  • Actively map, update and continually develop database of media contacts for building the media advocacy and brand agenda nationally, including support to Hubs for regional media
  • Developing and engaging with a media list and media influencers critical to plans defined
  • Quick response to media-related inquiries and to connect media with Save the Children spokesperson/s in a timely and comprehensive manner
  • Proactively craft pitch for child rights issues and advocacy concerns to media
  • Draft and distribute press releases and other communication material
  • Conceptualise and create written content for the organization and its representatives on a regular basis. Also; support drafts of articles/op-eds to go out through external stakeholders from government, corporates, community, children etc.
  • Edit stories for media from across the organization and support regional media stories development
  • Provide assistance during crisis communication
  • Prepare media plans and reports for important events related to advocacy, campaigns, programmes, celebrity engagement and fundraising
  • Support production of communication material such as brochures, publications, films, videos, B-rolls, audio-visuals and case stories, as may be appropriate for media use
  • Support arrangement of press conferences, news briefings, media interviews, visits and public events, including in the Hubs
  • Strategically engage media in advocating for and influencing changes in government policies and duty bearers’ practices in improvements in, access to and realisation of rights of socially marginalised and excluded children
  • Build and Cultivate partnerships with media organizations to extend and enhance focus on child rights issues
  • Assist in training spokespeople, nationally and regionally, for media interactions or external representation, and other capacity building of media, staff and children at NSO and the Hubs
  • Provide media and communication support during humanitarian crisis, including being quickly on the ground to inform and network with media, so that Save the Children is ‘visible’ as an early and strong responder who is the ‘first to arrive and last to leave’
  • Regularly scan the external environment and keep abreast of the latest in the domain of child rights in the Hubs and at the National level and share relevant information internally and externally
  • Maintain a record of all media clips with Save the Children coverage, including print, online, radio and Television, in conjunction with the Media Monitoring agencies and incorporate regional media coverage in reports
  • Provide monthly, quarterly and yearly analysis of number, nature and quality of media coverage in order to evaluate the impact and outreach of the media coverage. Prepare audio-visual documentation of media clips

Background

Background:

The DAY-NRLM (Deendayal Antyodaya Yojana - National Rural Livelihoods Mission) is the flagship program of Ministry of Rural Development, Govt. of India relaunched in 2016 for promoting poverty reduction by building strong institutions of the poor, particularly women. The programme creates and enables community owned institutions of women to empower and make them economically self-reliant by improving their agency to access a range of livelihood and financial services and maximize their resources for creating sustainable livelihood opportunities. 

The state governments are mandated to set up dedicated Mission Management Units at the state, district and village/community level for the effective implementation of the NRLM scheme.  The mission provides regular hand-holding support to SHG/federations for a period of 5-7 years.  At the end of a fully implementation cycle the SHGs/federations are well prepared to become resource institutions at the community level for providing evidence and support to other social initiatives. 

Karnataka State Rural Livelihood Promotion Society (KSRLPS)

The State Government is implementing DAY-NRLM scheme in phases through Karnataka State Rural Livelihood Promotion Society in the name of “Sanjeevini”. The mission statement of KSRLPS is: “To reduce rural poverty by providing gainful wage and self-employment opportunities through community institutions resulting in sustainable improvement in their livelihoods”

Sanjeevini is a community driven and process-oriented programme. The processes include different activities such as awareness building, social mobilization, development of Community Resource persons (CRPs). Formation of CBOs, strengthening SHGs/ CBOs/federations/Livelihood Collectives, establishment of linkages and promotion of livelihoods. The conventional methods of monitoring focuses on physical, financial and logistic aspects of projects, but do not capture the processes of community perception, satisfaction with project services, inclusion and institutional dynamics. As the community processes do not conform to pre-set rules, deadlines, targets or blueprint approaches, a responsive and adaptive implementation is necessary.

It is in this context that the State government of Karnataka has partnered with UNDP to implement The National Rural Economic Transformation Project (NRETP) in Karnataka. NRETP proposes to implement higher order economic activities which are cross cutting in nature, for instance, the project design envisages that there will be an organic link between the model Cluster Level Federation (CLFs) and financial inclusion strategies, insurance and pension schemes, producer groups and organisations, product marketing and enterprise development. The financial inclusion strategy will also have a key role in financing of farm and non-farm enterprises. UNDP will be uniquely positioned to quickly transfer the technical know-how gained at the national and state level working across the country.  The state SMMU will be fully synchronized with the National level team working at the centre, important for better alignment of state priorities with those of the national programme while formulating the State specific poverty reduction action plans.

Under the scheme, UNDP is looking for aDistrict Technical Expert Enterprise Promotion – Uttar Kannada to undertake the activities as provided below. The incumbent will be based at KSRLPS and will perform duties under the direct supervision of an official designated by CEO.



Duties and Responsibilities

The District Technical Expert shall be responsible for overseeing all enterprise development activities in the allocated district. The specific responsibilities of the District Technical Expert are:

·        Ensure roll-out and functioning of entrepreneurship promotion activities within the district

·        Identify new business opportunities and markets for setting up enterprises

·        Coordinate with functional experts in the district for seeking their advice and services for promoting, enhancing, and improving performance of enterprises

·        Coordinate with the other domain teams in the district for effective implementation of enterprise activities

·        Ensure regular data-collection and analysis of supported enterprises (through software application, or manually, as the case maybe)

·        Ensure regular monitoring and reporting of entrepreneurship development activities in the block

·        Document and share experiences of entrepreneurs and innovative practices undertaken in the field

·        Coordinate with the technical support agency cluster development activities in the district

·        Monitor the work of the Block teams and the TSAs under the program in his/her district

·        Ensure that the enterprises supported under the program are sustainably financially viable within the defined timelines of the project.

·        Facilitate forward and backward linkages for the enterprises set up under the programme.

·        Facilitate and do capacity building of the CRPs and the staff of the cluster enterprises in the district.

·        Review the financial and business parameters of the cluster and larger group enterprises in the district on a regular basis

·        Facilitate and build the capacities of the block teams, CRPs and community members in the OSF in business plan appraisal, evaluation and approvals.

·        Ensure that financial requirements of enterprises are met, both from CEF and through Formal Financial Institutions in co-ordination with the District FI team.

·        Assist the incubator appointed by the SRLM in identifying SHG women-run enterprises for incubation support

·        Provide data-driven market intelligence, support market linkages, scout for new business opportunities, and facilitate access to technology and skills

·        Ensure that both the quantitative and qualitative targets are met.

·        Roll out of technology platform for enterprise promotion, monitoring the enterprise development activities in the district, and identification and coordination with the pool of functional experts.

Summary

The Staff Accountant within the Global Finance Team is primarily responsible for supporting and coordinating the financial and accounting activities for an assigned portfolio of grants, Water.org global offices, and, as needed, US operations. The Staff Accountant will collaborate with global team members to facilitate financial reporting, analysis, and management practices within our global offices; resulting in enhanced efficiency and compliant practices. This accountant will also partner closely with internal team members to support the proposal and post-award grant administration, ensuring appropriate financial management of grant funds. More broadly, they will work in close collaboration with cross-departmental and cross-geographical stakeholders in support of the financial success and accuracy of Water.org’s endeavors.

Key Responsibilities

Global Accounting Support and Facilitation (70%)

·         Collaborate with finance and accounting leads in assigned global offices to ensure accurate and timely recording of financial activity into the accounting system; including offices expenses, general ledger, and reconciliations.

·         Assist with reviews of monthly financial activity from all global office accounts and completes required adjustments for accounting practices required for US GAAP.

·         Review global current wires for accuracy and support wire processing accordingly.

·         Monitor, review, and report on the financial activity of global offices relative to annual budget.

·         Review and reconcile foreign bank accounts for accuracy and proper reporting processes.

·         Prepare or assist in the preparation of month-end, quarter-end, and annual financial reports.

·         Ensure financial accountability and integrity of global office operations, as well as adherence to Global Finance policies, procedures, and standards.

·         Provide support to global offices for required audits as required.

·         Maintain fiscal records, reports, and data for global offices as required.

·         Advise financial professionals in global offices on best practices regarding general accounting practices.

Grants Collaboration and Coordination (20%)

·         In collaboration with the Sr. Accountant, Grants, serve as primary Finance point of contact for assigned private, public, and government grants.

·         In collaboration with cross-functional stakeholders, develop forecasts and budgets for grant proposals and ensure accurate representation of grant-supported activities.

·         Produce grant-related post-award functions, including financial monitoring, expense analysis reporting, variances identification/explanation, reconciliations, re-budgeting, and grant closeout functions.

·         Review journal entries applied to grant funds for allowable, reasonable, and compliant expenses and ensure proper expense coding. Collaborate with internal team members when expenses need to be confirmed or corrected.

·         Advise internal team members on best practices with grant expenses and pseudo-grant expenses.

·         Proactively prepare and communicate accurate and timely reports on assigned grants to internal stakeholders.

·         Communicate monthly financial results with appropriate internal stakeholders, informing them of financial position of the project.

·         Perform ad-hoc financial analysis in response to requests or to provide support to various programs. Prepare accurate and timely reports to donors as required.

·         In collaboration with Sr. Grants Accountant, ensure compliance of grants with Water.org policies and procedures; as well as donor regulations.

·         In collaboration with Sr. Grants Accountant, maintain grant fiscal records and database.

US Accounting Support and Facilitation (10%)

·         Perform a regular and recurring general accounting functions as required.

·         Reconcile various balance sheet accounts and prepare entries to general ledger accounts in assistance with month-end closing.

·         Assists in the preparation for the annual audit; including preparing audit schedules and producing requested documentation.

·         Compile general financial and accounting related reports requested by external parties.

·         Assist Donor Database Specialist with daily gift batch entry as needed.

·         Produce ad-hoc reporting and special project analysis and reporting as assigned.
